Resolution 7486, Consideration of a Conditional Use Permit and 10 <br />Development Review for a New Car Wash at The Station, 2280 County Road 11 <br />I. 12 <br /> 13 <br />Planning Associate Heller presented the request of Leon Theis for a Conditional Use Permit and 14 <br />Development Review to add a car wash to his existing fuel station at 2280 County Road I. The 15 <br />property is zoned B-2, Limited Business, and all other fuel stations in the City are zoned B-3, 16 <br />Highway Business. Currently the City Code only allows car washes as a Conditional Use in B-3 17 <br />or higher zoning districts. She reviewed the considerations contained in staff’s report, 18 <br />recommended conditions if approved, and public feedback. Planning Associate Heller advised 19 <br />that the Planning Commission recommended approval. 20 <br /> 21 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7486, 22 <br />Approving a Conditional Use Permit and Development Review for a Car Wash at “The Station,” 23 <br />2280 County Road I, Planning Case Nos. CU2009-002 and DE2009-001. 24 <br /> 25 <br />Council Member Mueller asked if it is standard policy to send notification to surrounding 26 <br />residents and business owners. Planning Associate Heller stated this consideration does not 27 <br />require a public hearing; however, notices were sent for both the Planning Commission and 28 <br />Council meetings. All responses had been submitted to the Council. 29 <br /> 30 <br />Council Member Hull asked if directional signage will be needed since the parking lot is quite 31 <br />large. Planning Associate Heller stated that may be needed or directional arrows could be 32 <br />painted. Community Development Director Roberts stated directional signage on the side of the 33 <br />building or in the parking lot may be needed to identify the entrance and exit. 34 <br /> 35 <br />Council Member Stigney asked if the Planning Commission or staff had addressed the need for 36 <br />screening. Planning Associate Heller stated it was felt there was no need for it since there are no 37 <br />directly abutting residences. Council Member Stigney asked if a condition should be added to 38 <br />address screening should the property use change. Planning Associate Heller stated such a 39 <br />condition could be added. 40 <br /> 41 <br />Council Member Stigney stated the applicant knew the zoning and restrictions of this property 42 <br />when he purchased it. He expressed concern that additional customer services will be added and 43 <br />he felt this use was too intense for this property. 44 <br /> 45
