Resolution 7501 Adopting Non-Standard Street Design Configuration for Edgewood Drive <br />September 28, 2009 <br />Page 2 <br /> <br />The Public Works Department recently obtained traffic counts for Edgewood Drive. The data <br />collected shows that traffic on Edgewood Drive doubles on days when school is in session. <br />This doubling of traffic most likely occurs during very short periods in the morning and afternoon <br />when parents drop off and pick up their children. The major issues of the existing roadway are summarized as <br />follows: <br /> Existing curb is in poor condition; <br /> Existing street width is very wide, contributing to unnecessary impervious surfacing and <br />expensive initial and on-going maintenance costs; <br /> Existing sidewalk is narrower than City standard and causing public works maintenance <br />issues with snow plowing; <br /> Parking is severely limited even though parking lanes are provided on both sides for <br />entire length; <br /> Provide accommodations for Edgewood MS needs. <br /> <br />Design Options <br />Edgewood Drive design options contained in the draft Feasibility Report were discussed by the <br />Committee on May 18, 2009 and subsequently narrowed down to two options for presentation <br />at the public information meeting on June 2, 2009 at the request of the Committee. Each option <br />eliminated the west parking lane, kept the east parking lane, and replacing all existing curbing. <br />An option of the “as-is” condition was not initially considered for several reasons. <br /> <br />Parking on the east side was considered important for several reasons. School drop off and <br />pick up traffic is confined to the school (east) side of the road and off-street sidewalk/trail <br />accommodations allow students to step out of the vehicles onto a solid surface. East side <br />parking also eliminates the need to cross the street for student drop offs/pick ups or any evening <br />school activities. In addition, no side streets exist on the east side of Edgewood Drive north of <br />Woodale Drive. Several streets exist of the west side which would allow on-street parking for <br />property owners on the west side. <br /> <br />Option 1 provided one 14 foot southbound (SB) drive lane, one 12 foot northbound (NB) drive <br />lane, one 8 foot parking lane on the east, and an 11 foot, off-street, shared-use asphalt trail <br />behind the east top back of curb (total width of 34 feet face-to-face of curb). This option <br />provides 100% off-street pedestrian and bicycle accommodations. State Aid Standards require <br />a shared-use trail be constructed at a minimum of three feet off the back of curb where a <br />parking lane exists. Since the minimum width of a shared use trail is 8 feet, this creates an 11
