To Approve the Monday, October 12, 2009, agenda as 23 <br />revised to add Item 6B, Introduction of Ms. Mounds View Senior 2009 Shirley Manson. 24 <br /> 25 <br /> Ayes – 5 Nays – 0 Motion carried. 26 <br /> 27 <br />5. PUBLIC INPUT 28 <br /> 29 <br />Tom Winiecki, 2748 Sherwood Road, advised the Council that outcrops on Red Oak Road 30 <br />restrict right hand turns and stated his opinion they need to be removed. He also stated his 31 <br />objection to the infiltration system created on his neighbor’s property, calling it the “Grand 32 <br />Canyon of Mounds View,” which he believed to be unsightly. 33 <br /> 34 <br />Public Works Director DeBar stated he met on site with Harvey Kowalzek, 2756 Sherwood 35 <br />Road, about the infiltration swale twice before and twice after construction. He explained that 36 <br />after modifications were made to lessen the impact, it was his understanding that Mr. Kowalzek 37 <br />was satisfied. 38 <br /> 39 <br />Mayor Flaherty stated he will visit the property again and asked Mr. Winiecki to check with Mr. 40 <br />Kowalzek to determine if there is still a problem. If so, staff will meet with Mr. Kowalzek to 41 <br />resolve his concerns. 42 <br /> 43 <br />Council Member Mueller stated she visited the property after a significant rain event and found 44 <br />the infiltration system had operated correctly. 45
