Proclaim October 26-30, 2009, as Minnesota Manufacturers Week in 3 <br />Mounds View. 4 <br /> 5 <br />Economic Development Specialist Steinmetz advised of the events planned for Minnesota 6 <br />Manufacturers Week and staff’s recommendation for approval of the proclamation. 7 <br /> 8 <br />Based on the Council’s consensus of support, Mayor Flaherty read in full a proclamation 9 <br />declaring October 26-30, 2009, as Minnesota Manufacturers Week in Mounds View. 10 <br /> 11 <br /> B. Introduction of Ms. Senior Mounds View 2009 Shirley Manson. 12 <br /> 13 <br />Mayor Flaherty commented on a recent Sun Focus article about the Ms. Senior Minnesota 14 <br />pageant and recognized Shirley Manson who recently competed on behalf of Mounds View. 15 <br /> 16 <br />Ms. Manson explained that while she did not win the title of Ms. Senior Minnesota, she did win 17 <br />the talent contest. She reviewed her work history as a retired teacher and current involvement 18 <br />with school-aged students. 19 <br /> 20 <br />7. COUNCIL BUSINESS 21 <br />A. 7:05 p.m. Public Hearing: Resolution 7506, to Consider Special Assessments 22 <br />for Delinquent Utility Payments. 23 <br /> 24 <br />Finance Director Beer presented staff’s recommendation to certify delinquent utilities payments 25 <br />for collection through special assessments including a $35 administrative fee and 5.5% interest. 26 <br /> 27 <br />Mayor Flaherty opened the public hearing at 7:18 p.m. Hearing no public input, Mayor Flaherty 28 <br />closed the public hearing at 7:18 p.m. 29 <br /> 30 <br />Council Member Mueller asked about collection of delinquent utilities on properties owned by 31 <br />financial institutions. Finance Director Beer explained that assessments have to be paid in full at 32 <br />the time the property is sold. 33 <br /> 34 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7506, 35 <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. 36 <br /> 37 <br /> Ayes – 5 Nays – 0 Motion carried. 38 <br /> 39 <br />B. 7:10 p.m. Public Hearing: Resolution 7507, to Consider Special Assessments 40 <br />for Unpaid Administrative Offense Fines, Diseased Tree Charges, and 41 <br />Unpaid Property Abatement Charges. 42 <br /> 43 <br />Finance Director Beer presented staff’s recommendation to certify unpaid administrative offense 44 <br />fines, diseased tree charges, and property abatement charges for collection through special 45
