J. Purchase sand for the beach.
<br />K. Order building maintenance supplies, such as toilet paper, disinfectant and sponges.
<br />L. Plow snow from parking lot and walkways.
<br />M. Interview, hire and supervise a part-time maintenance employee (20 hours/week) to assist
<br />with above listed responsibilities. This person is an employee of the City of Mounds View,
<br />however, Mounds View will be reimbursed from the Park fund for all expenses related to this
<br />position.

<br />1.02 Mounds View’s Responsibilities. With respect to the Park administration, maintenance and
<br />operation, Mounds View’s responsibilities will include, but not limited to, the following at no cost to Spring
<br />Lake Park:
<br />
<br />A. Provide recreational facility scheduling and permitting.
<br />B. Provide recreational programming including, but not limited to, waterfront activities, beach
<br />programs and swimming lessons.
<br />C. Publicize the recreational activities for the Park in local papers, flyers and City newsletters
<br />and recreational brochures.
<br />D. Collect program registration fees.
<br />E. Encourage and promote the use of the Park.
<br />F. Interview, hire, fire, supervise and evaluate beach personnel, including lifeguards, instructors,
<br />supervisory personnel and concession employees, all of whom shall be Mounds View City
<br />employees.
<br />G. Develop job classifications and descriptions for the beach personnel to be approved by
<br />Spring Lake Park.
<br />H. Provide financial oversight and recordkeeping as listed in Section 2.03 of this Agreement.
<br />
<br />1.03 Joint Responsibilities. The parties shall be jointly responsible for all other responsibilities
<br />related to the Park administration, maintenance and operation, including, but not limited to, the following:
<br />
<br />A. The cost of repairs to fences and signs that require the assistance of an outside contractor,
<br />as determined by Spring Lake Park.
<br />B. The cost of chemicals and materials used by Spring Lake Park to treat Spring Lake for
<br />swimmer’s itch and weed control.
<br />C. The cost of materials needed by Spring Lake Park to start up and drain the water system.
<br />D. Plumbing and electricity needs and associated labor and materials costs for any of the Park
<br />facilities.
<br />E. The cost of repairs and maintenance of gates, picnic tables, benches, softball fields,
<br />bleachers, lifeguard tower, playground equipment, bicycle racks, boats and oars, dock,
<br />buoys, etc.
<br />F. Reimbursement to Spring Lake Park for the cost of building maintenance supplies and
<br />equipment use, payable from the Park fund.
<br />G. Reimbursement to Mounds View for all salaries, wages, fringe benefits and related financial
<br />obligations paid to beach personnel, including, but not limited to, lifeguards, instructors,
<br />supervisory personnel and concession staff, payable from the Park fund.
<br />H. Reimbursement to Mounds View for its administrative costs incurred related to the Park
<br />activities, including, but not limited to, postage and advertising costs, payable from the Park
<br />fund.
<br />I. Provide Police patrol and enforcement of Park rules.
