<br />Item No: 7F <br />Meeting Date: Nov 23, 2009 <br />Type of Business: Action <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: Resolution 7531 Approving the Renewal of an Agreement with <br />the YMCA for Parks and Recreational Management Services <br /> <br />Introduction: <br /> <br />The YMCA has been providing management and recreational services for the City of <br />Mounds View since July of 1999. The agreement originally adopted needs to be renewed <br />and certain revisions are necessary at the same time. <br /> <br />Discussion: <br /> <br />The agreement has been reviewed by the YMCA Advisory Committee, City Staff, the City <br />Attorney and the YMCA. The City Council reviewed the first draft of the agreement <br />revisions at the Nov 2 Work Session, a meeting attended by Executive Vice President Pat <br />Reimersma. The Council had a few questions, some of which were addressed that night, <br />and some addressed through additional changes to the proposed agreement. A final <br />question which has not yet been addressed concerns the 12.5% administrative fee that is <br />added to all direct costs incurred by the YMCA. Ms. Reimersma indicated more information <br />would be provided to substantiate that figure. <br /> <br />Highlights of changes to the agreement made since the November Work Session: <br /> <br />• Clarified the effective date of the agreement <br />• In Article 4C, reference to Program leadership, Playground Supervision and <br />Middle School Leadership was deleted. The amount for the event center staff <br />was limited to 10% of the event center revenue. <br />• Also in Article 4C, the reference to the YMCA’s 12.5% admin charge <br />automatically increasing by the CPI was deleted. The same text was added to <br />the ice rink attendant clause. <br />• The Park amenities detailed in Exhibit 1 was updated. <br />• Agreement requires that at least two Y staff members need to be on duty at time <br />of closing, for safety purposes. <br />• The complaint procedures were added to the agreement in Exhibit 5 <br /> <br />The agreement as revised clarifies roles and responsibilities and provides for the YMCA’s <br />management of the event center. The agreement clarifies that the City is to receive 100% <br />of all surplus revenues up to $25,000, any surplus beyond $25,000 is split equally between <br />the YMCA and the City. Other miscellaneous changes relating to responsibilities: <br /> <br />• The agreement was modified to indicate that the City would be responsible for all <br />maintenance and repairs.
