November 5, 2007 Executive Session Minutes 6 <br /> 7 <br />MOTION/SECOND: Flaherty/Mueller. To Approve the November 5, 2007 Executive Session 8 <br />Minutes as Presented. 9 <br /> 10 <br /> Ayes – 5 Nays – 0 Motion carried. 11 <br /> 12 <br />11. REPORTS 13 <br /> 14 <br /> A. Mayor and Council 15 <br /> 16 <br />Mayor Marty indicated he would like to discuss housing inspections for rental properties as he 17 <br />read in the paper up north about a resident in Duluth who was evicted from her rental as the 18 <br />housing inspector told her she was too close to another rental property. Mayor Marty indicated 19 <br />that he would like to have some control over safety of renters and ensure that things like egress 20 <br />windows in lower level units are provided. 21 <br /> 22 <br />Council Member Mueller noted that all Council Members received an invitation to Penny 23 <br />Pinchers grand reopening on Tuesday, December 4, 2007 from 4:00 to 7:00 p.m. This store 24 <br />works with youth to allow them to learn how a store works. 25 <br /> 26 <br />Council Member Mueller indicated there is an opportunity to attend the League of Minnesota 27 <br />Cities seminar on November 29, 2007. 28 <br /> 29 <br />Interim Administrator Ericson noted that the City is a collection point for Toys for Tots and Staff 30 <br />wanted to highlight that the City is also a drop off point for the food shelf. Staff suggested that 31 <br />Staff and Council bring non-perishable food items to either the December 3 or December 10, 32 <br />2007 Council Meetings to show support for the project. 33 <br /> 34 <br /> B. Reports of Staff 35 <br /> 1. Reminder – Cancellation of December 26, 2007 Meeting 36 <br /> 37 <br />Council Member Flaherty noted his taxes are going down and said that he would like Finance 38 <br />Director Beer to explain why this is happening. 39 <br /> 40 <br />Finance Director Beer explained that the City has an expanding tax base, and the tax rate went 41 <br />down. The County taxes went down as a result of the phase out of the limited market value. 42 <br /> 43 <br />Finance Director Beer explained that the FCC has passed another ruling on PEG fees that could 44 <br />impact the franchise fees the City receives. 45
