Item No: 7A <br />Meeting Date: January 14, 2008 <br />Type of Business: Public Hearing <br />Administrator review: ________ <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Consideration of a Conditional Use Permit for a 128 <br />foot Communications Antenna Monopole at 2400 <br />County Road J, Sysco; Planning Case CU2007-005 <br /> <br />Introduction: <br /> <br />The applicant, T-Mobile Central, is requesting approval of a conditional use permit to <br />construct a 128 foot monopole on Sysco’s property at 2400 County Road J. T-Mobile <br />continues to grow and would like to improve their coverage in the Mounds View area. <br /> <br />Requirements: <br /> <br />Section 1124.03, Subd. 2: which allows for towers and antennae as a conditional use in <br />specific districts. Industrial PUD districts allow towers and antennae up to 150 feet tall. <br /> <br />Section 1125.01, Subd. 1e: The City Council is required to review the possible adverse <br />effects of the requested conditional use. <br />Section 1125.01, Subd. 1g: which states that the Planning Commission shall make findings <br />of fact and recommend such actions or conditions relating to the request as it deems <br />necessary to carry out the intent and purpose of the Zoning Code and forward such findings <br />to the City Council. <br />Discussion: <br /> <br />T-Mobile is proposing to construct a 128 foot tall wireless communication monopole on <br />property owned by Sysco on County Road J. Wireless communication towers are allowed in <br />all zoning districts, but the heights permitted vary by the property zoning. Industrial and <br />Industrial PUD districts allow for the tallest towers at 150 feet. The monopole would be <br />located on the west side of the building in a graveled area along County Road J that is used <br />occasionally for extra trailer storage and has a utility structure. <br /> <br />T-Mobile originally proposed to construct this antenna as a large light pole in Groveland Park. <br /> The City ultimately decided that having a cell phone antenna in the park was not desirable, <br />which left T-Mobile to find another location. T-Mobile has stated that no other existing sites <br />would meet radio frequency coverage needs for this area. They have come to a lease <br />agreement with Sysco, and are proposing this site due to the availability of space to meet <br />setbacks and the required height to reach into the surrounding neighborhoods. <br /> <br />The CUP will remain in effect indefinitely so long as there are no changes to the operation <br />and there have been no problems or reasons, which would warrant the City Council to re- <br />examine the CUP.
