T-Mobile CUP Report <br />January 14, 2008 <br />Page 2 <br /> <br />CUP Considerations: <br /> <br />Chapter 1125 of the Zoning Code requires that the Planning Commission review and address <br />any potential adverse effects which include, but are not limited to, relationship with the <br />Comprehensive Plan, geographical area involved, potential depreciation, the character of the <br />surrounding area and the demonstrated need for such a use. Each of these potential <br />adverse effects is addressed below. <br /> <br />Relationship with the Comprehensive Plan. Sysco’s property is zoned Planned Unit <br />Development (PUD) and is surrounded by Highway 10, open space, and commercial and <br />industrial zoning designations and land uses. If the requested conditional use permit were <br />approved, this CUP would be in line with the Comp Plan “Heavy Industrial” land use <br />designation for this property. <br /> <br />The Location and Character of the Surrounding Area. Sysco is located on County Road J and <br />Highway 10. The tower would be located on the west side of the building, in an area used for <br />extra trailer storage and a utility structure. Access to the monopole would only be through <br />Sysco’s parking lot. There are no residential properties within sight of this location and one <br />auto business across the street. All other surrounding land is open space. Both the subject <br />property and neighboring properties along Highway 10 have billboards located on them. The <br />proposed antenna tower should not be out of place in this industrial area, nor should it affect <br />any neighboring properties. <br /> <br />Depreciation. Since the surrounding area is industrial and vacant land, the proposed antenna <br />tower should result in little, if any, adverse effect upon the surrounding area. The applicant has <br />agreed to install an eight foot tall, secured chain link fence with opaque slats to screen the <br />ground equipment from view. <br /> <br />The Demonstrated Need for Such a Use. Cell phones have become an item that most people <br />now have, and the industry continues to expand. Due to this growth, communication <br />companies must continue to offer better and larger coverage areas, and T-Mobile has found <br />that the Mounds View area is need of improved service. <br /> <br />Summary: <br /> <br />All City zoning and code issues are satisfied with this request. T-Mobile already has a license <br />from the Federal Communications Commission (FCC) that allows them to place towers <br />anywhere in the United States through June 2015. The FCC licenses specific blocks of <br />frequencies to T-Mobile, or any other communication companies, and each licensee must strictly <br />monitor their equipment so as to not interfere with other frequencies outside of their licensed <br />blocks. To date, T-Mobile has never had any of their sites cause interference issues with other <br />operating equipment, and these bands are well isolated from other bands used by public safety <br />communication systems. The proposed service meets or exceeds all requirements of the FCC. <br />T-Mobile must also apply to the Federal Aviation Administration (FAA) for each specific <br />monopole location, and have received this approval.
