In most cases, seal coating is done on roadways with low to moderate traffic <br />volumes (up to several thousand vehicles per day). This is due to the increased <br />chance of windshield damage to vehicles during and immediately after <br />construction as traffic volume and speed limits increase. Roadways to be seal <br />coated should also be in relatively good condition. This means that there should <br />be little, if any, load-related distress such as alligator cracking, rutting and <br />potholes. If these conditions exist, the road should not be sealed unless it is <br />repaired first. <br /> <br /> <br />Discussion: <br />The 2008 Street Maintenance Project, as proposed, includes seal coating various <br />street segments and parking lots within the City. The majority of the streets <br />proposed for seal coating include those streets that were reconstructed as part of <br />the County Road H2 and 2003 Street and Utility Improvement Projects. <br /> <br />Parking lots proposed for inclusion in the 2008 Street Maintenance Project <br />include: City Hall (both general and police lots), Mounds View Community <br />Center, Lakeside Lions Park, Silver View Park, and Greenfield Park. <br /> <br />As per the City’s current Pavement Management Plan, this will be the last seal <br />coat project until the year 2014, when these streets and parking lots, along with <br />the street segments that were seal coated last year, are considered for another <br />seal coat. A program to seal coat street segments reconstructed as part of the <br />City’s newly adopted Street and Utility Improvement Program will not commence <br />until the year 2016. <br /> <br /> <br />Preliminary Report - The first step in a public improvement process is the <br />preparation of a preliminary engineering report. It is recommended that the <br />preliminary report be ordered at this time to determine the need and feasibility, <br />both physical and economic, of providing the necessary public improvements. <br /> <br />Consultant Selection – There are several engineering consultants within the <br />City’s “consultant pool” from whom services could be obtained. Staff <br />recommends that the Council retain the services of the engineering firm of <br />Bonestroo, Rosene, Anderlik, and Associates (BRAA) to assist in the preparation <br />of the preliminary engineering report and other aspects of this project, as directed <br />by City Council. <br /> <br />As with the 2007 Street Maintenance Project, Staff will be seeking to facilitate the <br />partnering with the City of Spring Lake Park on the 2008 Street Maintenance <br />Project in an effort to minimize administrative cost and perhaps to receive more <br />favorable bids due to having a larger project. As a further note, Lakeside Lions <br />Park parking lot will also be seal coated as part of this project; maintenance of <br />this lot is shared by both cities. <br /> <br /> <br />
