Page 2

5. Jaguar: This vehicle is parked on a gravel area adjacent to the detached
garage in the rear yard and completely covered with a tarp. Preciado
explained that this vehicle belongs to him. Vehicle is in compliance.
6. White Dodge Intrepid, MN Lic# UTT-751: This vehicle is parked in the
front of the detached garage on gravel. Vehicle was cited with court
citations 907-112014 and 907-112015 dated December 4, 2007 for not
registered to legal resident of the premise. Preciado explained that the
vehicle belonged to a friend of his who lives up North and works in the
City and stays with Preciado during the work week. This vehicle is
registered to an address in Minneapolis, MN. This vehicle is in
violation of Mounds View Code, not registered to legal resident of
the property.
7. Chevrolet Cavalier, MN Lic# BAM-880: This vehicle is parked in the front
of the detached garage on gravel. Preciado explained that this vehicle
belongs to friends Derek and Lisa who occasionally stay with Preciado
but do not live here. This vehicle is in violation of Mounds View Code,
not registered to legal resident of the property.

In Summary 4 out of 7 vehicles parked at this location are in violation of City
Code. While this is an improvement of the 13 vehicles in violation on
December 4, 2008, corrective actions are obviously still required.

While in the rear yard inspector noticed that the locking mechanism on one
of the two commercial beverage vending machines was removed. Preciado
explained that both vending machines were operational when removed from
his former Auto repair shop in Columbia Heights, MN last fall.

Inspector explained that City code requires ALL vehicles parked or stored
outdoors to be operational, display current license, and registered to a legal
resident of the premise where parked or stored. Inspector explained that
vehicles 1, 2, 6, and 7 were in violation and corrective actions were
necessary. Inspector explained that the accumulation of tires must be
removed from the exterior and properly disposed of; the automotive engine
removed from the exterior; and all miscellaneous auto parts outside must be
removed from the exterior. Preciado claimed that all vehicles are operational
and argued that while some may not be registered to him they belong to him
and are being driven by friends of his. Preciado said he would be able to
remove the tires from the exterior but would not be able to remove the
engine block until spring because it is frozen to the ground.

Inspector said these findings would be forwarded to the City council for
review.

Nothing further at this time.
