Mounds View City Council February 25, 2008 <br />Regular Meeting Page 2 <br /> <br /> 1 <br />Council Member Stigney asked whether the loss of funds resulting from the earlier burglary is 2 <br />covered by insurance. 3 <br /> 4 <br />Mark Healy of Community Charities indicated it was not. He then explained that they were 5 <br />robbed during business hours and they lost a substantial amount of money. 6 <br /> 7 <br />Mayor Marty said that it seems strange to keep all of their money there. 8 <br /> 9 <br />Mr. Healy indicated that the employee prepared the money to deposit, but there was not access to 10 <br />the bank night deposit, so the money was stored in a locked metal cabinet, and it was Christmas 11 <br />weekend. 12 <br /> 13 <br />Mayor Marty asked whether a headquarters or majority of the group lives in town. 14 <br /> 15 <br />Interim Administrator Ericson explained that the Code was revised to allow the headquarters to 16 <br />be located anywhere, provided that they contribute to the trade area. 17 <br /> 18 <br />Council Member Mueller said she was curious as to why the cash was not covered by insurance. 19 <br /> 20 <br />Mr. Healy indicated that there is insurance for liability and to cover the gambling manager. But, 21 <br />however, it is cost prohibitive to cover the cash against theft or burglary. 22 <br /> 23 <br />Council Member Flaherty asked how the shortages are being addressed. 24 <br /> 25 <br />Mr. Healy said that the machine that was malfunctioning was fixed, and with two machines, they 26 <br />believe that the shortage issues will go away. 27 <br /> 28 <br />Council Member Stigney said he noticed that no contributions were made at all in 2007. 29 <br /> 30 <br />Mr. Healy indicated that they have only been operating in the City for four months. 31 <br /> 32 <br />MOTION/SECOND: Flaherty/Stigney. To Waive the Reading and Approve Resolution 7227, 33 <br />Approving a Charitable Gambling Permit for Community Charities of Minnesota to Conduct 34 <br />Charitable Gambling at The Mermaid. 35 <br /> 36 <br />Council Member Stigney suggested that any month that there is no contribution that this come to 37 <br />the City for evaluation. 38 <br /> 39 <br />Mr. Healy asked whether there is an Ordinance that requires that 10% come back to the City. 40 <br /> 41 <br />Attorney Riggs indicated that it does not specify monthly as written, but reporting is monthly. 42 <br /> 43 <br />MOTION/SECOND: Stigney/Mueller. Amend to Approve Conditionally and Require Quarterly 44 <br />Reporting to Council. 45
