Mounds View City Council February 25, 2008 <br />Regular Meeting Page 3 <br /> <br /> 1 <br /> Ayes – 5 Nays – 0 Amendment carried. 2 <br /> 3 <br />Council Member Mueller indicated that non-charitable gambling allows to work within the 4 <br />confines of the state, and this would be a permit for the City, and that is why the City can review 5 <br />this in three month’s time to make sure things are going well. 6 <br /> 7 <br />Attorney Riggs indicated that Council is required, under the statute, to pass a resolution stating 8 <br />that this can go on. The Council has the power to do this and require quarterly review. This is an 9 <br />interim permit that the Council could revoke if this is not working. He further said that he is not 10 <br />sure it would pass through the state, however. 11 <br /> 12 <br />Mayor Marty suggested that Council move forward as discussed and informed the Applicant to 13 <br />report to Council if there is an issue with the state. 14 <br /> 15 <br /> Ayes – 5 Nays – 0 Motion, so amended. 16 <br /> 17 <br />B. Second Reading and Adoption of Ordinance 802, an Ordinance Amending 18 <br />Chapter 1012 of the Mounds View Municipal Code Relating to Inspection 19 <br />and Licensure of Rental Dwellings 20 <br /> 21 <br />Housing Inspector Anderson reviewed his report with Council and noted that Staff sent the 22 <br />Ordinance to the City Attorney for final legal review, and a few grammatical changes have been 23 <br />made. None of the changes were substantive. 24 <br /> 25 <br />Housing Inspector Anderson noted that the licensing will continue to be for 12 months beginning 26 <br />in September. Staff recommends the second reading and adoption, and approval of publishing an 27 <br />Ordinance summary. 28 <br /> 29 <br />Council Member Mueller said that given the problems that every community is experiencing 30 <br />with foreclosures, she thinks the City needs to get something approved right away. 31 <br /> 32 <br />Council Member Mueller suggested increasing the re-inspection fee to be raised to $75.00. 33 <br /> 34 <br />Housing Inspector Anderson indicated that there would be further discussion on fees at an 35 <br />upcoming work session. 36 <br /> 37 <br />Mayor Marty noted that a property owner with a bad renter or renters could come to the City for 38 <br />help with that situation. He then thanked Staff for the report. 39 <br /> 40 <br />Mayor Marty commented regarding Page 5 on total area for parking. He then said that there are 41 <br />so many spaces required per unit for the apartment houses now, and there has been an issue with 42 <br />a house being rented on Eastwood, because people park on the lawn and all over. He further said 43 <br />that this needs to be addressed based on the number of bedrooms to ensure adequate parking. 44 <br /> 45
