Feasibility Report <br />On <br />2008 Street Maintenance Project <br />Mounds View, Minnesota <br />City Project No. 2008-001 <br />March 5, 2008 <br />Bonestroo File No. 435-08131-0 <br />Introduction <br />The City of Mounds View has authorized preparation of a feasibility report for the 2008 Street Maintenance <br />Project. This project would be part of the City’s ongoing pavement management practices. <br />PROJECT DEVELOPMENT <br />The purpose of a Street Maintenance project is to preserve and extend the useful life of the existing surface <br />of a street that is already in relatively good condition. It consists of maintenance procedures that are more <br />routine in nature and are performed on a regular interval. A Street Maintenance project does not typically <br />include improvements that increase the strength of a street, and is not to be confused with a Street <br />Reconstruction project. <br />City Staff has surveyed all existing streets in Mounds View and has assigned a rating to each street <br />according to its Pavement Condition Index (PCI). Using the results of this survey, in 2006 Staff identified <br />those existing streets that are suitable candidates for a Street Maintenance project. The remaining streets, <br />which consist of the majority of streets in Mounds View, are of an advanced age and have reached a point <br />in their life cycle where the benefits of a Street Maintenance project do not justify the expenditure. Those <br />streets have been identified for major rehabilitation through the Street and Utility Improvement Program <br />being undertaken by the City.
