<br />Item No:7D <br />Meeting Date: April 14, 2008 <br />Type of Business: Action <br />Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Consideration of a Denial for the Final Plat and Rezoning <br />of the “Knollwood Place” Townhouse Development; <br /> Planning Cases DE2006-005, MA2006-003 and ZC2006- <br />001 <br /> <br />Introduction: <br /> <br />Integra Homes, represented by owner Ron Lillestrand, submitted a rezoning request in July <br />2006, and a major subdivision and development review for a 19-unit townhouse development <br />in December 2006. At this time, the applicant has not submitted all the required documents <br />to complete any of his planning requests, and the cases have been on hold since December <br />2006. <br /> <br />Background: <br /> <br />The City preliminarily approved Integra Homes’ request for a rezoning of their three lots to R- <br />3, Medium Density Residential, holding a first reading of the rezoning ordinance in July 2006. <br />The second and final reading of the ordinance was to be done only after the final plat <br />approval. This would prevent the possibility of the properties being rezoned without an <br />approved development project. <br /> <br />The preliminary plat was approved by Council in December 2006, with a requirement of final plat <br />application within six months. In May 2007, Integra submitted some of the required information <br />– enough that staff allowed Integra additional time to make corrections and submit the remaining <br />required documents. The final plat application has not yet been “accepted” by the City since <br />there are still quite a bit of changes and additional information yet to be submitted. <br /> <br />Current Status of the Planning Cases: <br /> <br />Staff has maintained contact with the applicant, met with him in December 2007, and several <br />times sent a letter to remind him that he needs to move forward and finalize his planning <br />cases. Each time staff has spoken with Mr. Lillestrand, he has indicated that he still intends <br />to do this project, but has been waiting since the housing market has now declined. While <br />that is true, staff has indicated that he does not necessarily need to build anything right away, <br />but he must complete the planning process that was started almost two years ago. Since it <br />has now been over a year since the preliminary plat was approved, staff felt that a deadline <br />was necessary in order to finalize these cases. <br /> <br />
