Item No. 07E <br />Type of Business: CB <br />Date: April 28, 2008 <br />City Administrator Review _______ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 7267 Adopting the Special Outdoor Event <br />Policy <br /> <br /> <br />At the February and March Work Sessions, Staff and the City Council presented a draft <br />policy for special outdoor events. Many businesses have requested to hold special <br />outdoor events, including Moe’s, The Mermaid, and most recently Robert’s Sports Bar <br />and Entertainment. Staff was directed by the City Council to come up with draft policy <br />language that would address a parking plan, security plan, clean up plan, placement of <br />portable toilet facilities, entertainment or stage locations, and proof of Workers <br />Compensation Insurance, Fire Inspection, and a requirement to notify residents of the <br />event. At the direction of the City Council, Staff added other provisions to the policy to <br />include a requirement for a public notice announcement to all residents within a 500 feet <br />radius of the proposed outdoor event; approval by the Police Chief, Fire Marshal and <br />Clerk-Administrator before the event is presented for Council consideration; and a <br />requirement for the establishment to have liability insurance. Each business or <br />organization or person(s), will only be allotted two (2) Special Outdoor Event Permits <br />per calendar year. <br /> <br />At the February Work Session, the City Council determined a fee for a Special Outdoor <br />Even at $100 per event for 2008, however, Staff feels that the $100 fee may not be <br />enough to cover administrative costs. For example, it may cost upwards to $100 to mail <br />public notices to residents within 500 feet of the event. Staff would like to price this <br />Special Outdoor Event Permit at $150.00 for 2008, and in 2009 conduct a cost analysis <br />to determine if $150.00 covers the City’s administrative costs. Staff would report to the <br />City Council prior to the adoption of the 2009 Fee Schedule on this cost analysis. <br /> <br />Attached is the Special Outdoor Event Permit Policy for the City Council’s consideration. <br /> <br />Recommendation: <br />Staff recommends approval of the Special Outdoor Event Policy. If the City Council <br />agrees with this policy, Staff will notify all businesses in Mounds View of this new policy <br />by First Class Mail.
