I have met with all employees of the department in question and have concluded an
assessment of those who are most impacted by Mr. Lee’s resignation and to what extent
their normal job duties are being supplanted by higher classification work or additional
workload in general. The following individuals within the public works department, in the
opinion of the Clerk-Administrator, should receive additional compensation until such time
that a new public works director commences employment:

Employee Position % Increase
Tracy Juell Administrative Assistant 5%
Jim Hess Engineering Technician 5%
Nick Fleischhacker Surface Water Maintenance Worker 5%

One other public works employee who would be potentially impacted to an extent
warranting additional compensation would be Parks Supervisor Steve Dazenski, however
in the opinion of the Clerk Administrator, Mr. Dazenski is not assuming any appreciable
extra duties as a direct result of Mr. Lee’s departure, however one could certainly
maintain that Mr. Dazenski has been serving the City in an expanded capacity since Mr.
Pittman’s departure in December of 2006. The one point to be made regarding that is
that Mr. Lee apparently did not consider Mr. Dazenski’s expanded role to warrant interim
compensation. If however an adjustment is deemed warranted sixteen months after the
fact, such authorization could be done at this time.

Recommendation:

Staff recommends approving Resolution 7265, a resolution approving additional
compensation for the Administrative Assistant, the Engineering Technician and the
Surface Water Management Technician in an amount not to exceed 5% of their regular
respective salaries with such additional compensations to cease upon the effective start
date of employment for the new public works director.

Respectfully submitted,

__________________________
Jim Ericson
Clerk Administrator
