There are two primary methods of repair Staff feels are available. The first, less <br />expensive method would be to mill off the existing bituminous wear course from <br />the affected areas and replace it with new bituminous wear course. While we <br />have not performed a detailed cost estimate for the repair, we anticipate the <br />estimated cost of making this type of repair would be on the order of $13,000. <br />The second method of repair would be to remove the entire thickness of <br />bituminous surfacing on each approach lane and to construct a new concrete <br />pavement section in its place. The concrete section would be more resistant to <br />the “rippling” of the surface. However, the cost of the concrete surface repair <br />would likely be at least 2 – 3 times the cost of the bituminous repair. <br />County Road H2 was reconstructed to Minnesota Department of Transportation <br />State Aid Standards in 2002. Given that the need for a thicker concrete <br />pavement section at that location was not identified in that design, and unless the <br />City is aware of a history of this phenomena at this location, our opinion is that <br />the more expensive concrete repair is not warranted at this time. Our <br />recommendation would be that if a repair is done it be the less expensive <br />bituminous repair. The location could be monitored, and if the situation occurs <br />again within a relatively short period of time (within 6 to 8 years), investigation <br />could be done into a different method of repair. <br />The City also has the option of performing no repair to County Road H2 at this <br />time. Seal coat can still be applied to the area in its present condition, although it <br />is possible that the material will not adhere as well and may be less durable than <br />at other locations within the project due to the unevenness of the surface. <br />If the City is interested in pursuing the bituminous repair, our recommendation <br />would be to include it in the 2008 Street Maintenance Project as an alternate to <br />the bid. Using that approach, the City could decide whether or not to proceed <br />with the repair based on the construction bids received. If favorable bids are not <br />received, the City could choose to not accept the alternate, and instead plan on <br />the repair for a future time. <br />Including the County Road H2 surface repair as an alternate in the bid would <br />require modification of the plans and specifications beyond the original scope <br />authorized by the City Council. We estimate the cost of the modifications to be <br />approximately $1,500. <br />Budget –The adopted 2008 budget has $215,000.00 allotted for this project: <br />x $170,000 in the Street Improvement Fund (account 285-4470- <br />7050) for the overall project, including City Hall parking lot. <br />x $23,000 in the Special Project Fund (account 280-4180-7050) for <br />the Mounds View Community Center parking lot. <br />x $22,000 in the Park Dedication Fund (account 251-4470-7050) for <br />Silver View and Greenfield Park parking lots.
