Discussion: <br />Preparatory work on the areas to be seal coated in Mounds View was to be done <br />by City forces in advance of the project. Staff has inspected the areas to <br />determine the necessary preparatory work. During the inspection, issues were <br />identified that seemed appropriate to bring to the City Council for discussion and <br />consideration of further direction. These items are described below. <br />Police Parking Lot and Sally Port Parking Lot <br />Inspection of these parking lots indicated that their surfaces are deteriorated to a <br />degree such that they will not benefit from application of a seal coat. Therefore it <br />is the opinion of Staff that these parking areas should be removed from the <br />project. This would result in an estimated decrease of $2,820 in the project cost. <br />Crack Seal <br />Sealing of existing cracks was anticipated as part of the preparatory work on the <br />areas to be seal coated. During inspection, it was found that the number and <br />patterns of cracks in the parking lots to be seal coated is not conducive to crack <br />sealing. It is the opinion of Staff that sealing of the cracks in the parking lot areas <br />is not cost effective, and should not be done. <br />The existing cracks to be sealed on the streets within the project area have been <br />identified. Staff has investigated the work necessary to perform the sealing of <br />the cracks by City forces. Rental of the necessary equipment and purchase of <br />the sealant materials is estimated at approximately $5,600. By comparison, if <br />this work were included in the construction contract and performed by the <br />contractor, the estimated cost is $4,185. In addition to the anticipated cost <br />saving of $1,415, there are several reasons to include the crack seal work in the <br />construction contract: <br />x The plans and specifications can be readily modified to accommodate <br />this change, since the City of Spring Lake Park had already planned on <br />including sealing of existing cracks on their streets in the project <br />x The combined volume of the crack seal for the two cities should result in <br />more competitive prices and a potential reduction in cost for the work <br />x Including the crack seal in the construction contract eliminates the <br />possibility of scheduling conflicts between it and the seal coat, since both <br />activities will be coordinated by the prime contractor. <br />x Including the crack seal in the construction contract will provide it with <br />the same warranty as the seal coat. <br />Surface Repair – County Road H2 at Knollwood Drive <br />During inspection it was found that the existing bituminous surface of County <br />Road H2 is “rippled” in each approach lane to the intersection at Knollwood <br />Drive. The effect is between 50 and 100 feet long, and is more pronounced for <br />the east-bound lane. The cause of the effect is not known. The approaches to <br />the intersection at Silver Lake Road, one block east, are not exhibiting this effect. <br />Staff felt it appropriate to bring this to the attention of Council for discussion, and <br />to see whether or not Council wishes to repair this area prior to applying the seal <br />coat to County Road H2. The general location is shown on the attached figure.
