Mounds View City Council April 14, 2008 <br />Regular Meeting Page 3 <br /> <br />Mayor Marty opened the public hearing at 7:15 p.m. 1 <br /> 2 <br />Assistant City Clerk-Administrator Crane explained that a public hearing is required for liquor 3 <br />licenses. She then explained that, in July of 2007, Robert’s Sports Bar closed its doors and the 4 <br />liquor license was suspended due to nonpayment of property taxes and a lapse in liquor liability 5 <br />insurance. 6 <br /> 7 <br />Assistant City Clerk-Administrator Crane explained that all required documentation, background 8 <br />investigations, and required inspections have been completed. Assistant City Clerk-9 <br />Administrator Crane noted that there have been noise complaints from the Robert’s facility in the 10 <br />past. 11 <br /> 12 <br />Staff recommends receiving public comments and approval of the liquor license and restaurant 13 <br />license pending satisfactory fire marshal inspection. 14 <br /> 15 <br />Gary Dahle said that he is the only attorney in private practice in Mounds View. Mr. Dahle 16 <br />introduced Kevin Halverson. Kevin Halverson operates Classic Pizza in several locations and 17 <br />has many years of experience working in and owning/operating pizza restaurants. Mr. Dahle 18 <br />indicated that Mr. Tulgren has been involved in the tavern business and listed the various 19 <br />businesses he has been employed by. 20 <br /> 21 <br />Mr. Dahle indicated that they would like to have approval of the liquor license prior to installing 22 <br />the sprinkler system, due to the large expense in doing so. Mr. Dahle indicated that they expect 23 <br />to employ 15 to 30 employees and operate a pizza restaurant/bar in this location. 24 <br /> 25 <br />Hearing no further public comments, Mayor Marty closed the public hearing at 7:23 p.m. 26 <br /> 27 <br />Council Member Flaherty asked if the new owners were aware of the noise issues with the 28 <br />previous owners. He then asked whether bands will be used at this facility. 29 <br /> 30 <br />Mr. Tulgren indicated that they would occasionally have bands come in for special occasions. 31 <br /> 32 <br />Council Member Flaherty asked what type of crowd would be marketed. Mr. Tulgren said that 33 <br />he would like a Brady’s or Applebee’s atmosphere and would plan to have night life two nights 34 <br />per week. 35 <br /> 36 <br />Council Member Flaherty asked if the cigar bar will continue. Mr. Tulgren indicated that they do 37 <br />not intend to operate the cigar bar. 38 <br /> 39 <br />Council Member Mueller asked for information on security. Mr. Tulgren indicated that they 40 <br />would have proper security to insure that id’s are verified. 41 <br /> 42 <br />Mayor Marty indicated that there have been noise issues for years with the prior owners and the 43 <br />City would like to avoid that issue going forward. 44 <br /> 45
