Mounds View City Council April 14, 2008 <br />Regular Meeting Page 15 <br /> <br /> 1 <br />Clerk-Administrator Ericson noted that the route of the pipeline and the automatic shutoff are the 2 <br />issues. Excel is opting to relocate the pipeline along a section of Eastwood Road rather than 3 <br />going through the Greenwood Drive area, to cut across Arden and go back up Greenwood as 4 <br />planned and tie that in with the street reconstruction in that area. 5 <br /> 6 <br />Clerk-Administrator Ericson indicated that Council may wish to consider Xcel’s position of 7 <br />compensating the City for the easement area for the shutoff, City Council countered that if the 8 <br />automatic shutoff is being paid for by the City then the easement should be equivalent to the cost 9 <br />for the automatic shutoff. Xcel is not planning on compensating the City for the easement for 10 <br />any more than market value. Xcel indicated that they do not need to have the shutoff valve in 11 <br />this location at all but it would be there to protect the City of Mounds View. 12 <br /> 13 <br />Clerk-Administrator Ericson indicated that he will discuss this with the City Attorney, but Xcel 14 <br />does not have a permit at this time. Staff will provide additional information as it becomes 15 <br />available. 16 <br /> 17 <br />Mayor Marty asked Staff to contact the league of Minnesota Cities because this is turning into a 18 <br />“dog and pony show” with Xcel Energy. He then said that Xcel Energy is the biggest energy 19 <br />company in the state, and he cannot believe that they would deal with a bigger City like 20 <br />Minneapolis and St. Paul in this manner. 21 <br /> 22 <br />Mayor Marty reviewed the correspondence from Xcel Energy and pointed out that Xcel has 23 <br />moved forward without a permit or permission of the City with installation of a valve. 24 <br /> 25 <br />Mayor Marty indicated he would like Clerk-Administrator Ericson and the City Attorney to 26 <br />contact the League of Minnesota Cities to help deal with this Xcel situation. 27 <br /> 28 <br />Staff agreed. 29 <br /> 30 <br />Council member Mueller indicated that this project supports gas for communities to the north of 31 <br />Mounds View and that is why the Council has insisted upon the safety valve, to ensure the safety 32 <br />of the residents of Mounds View. It is reasonable for the residents of Mounds View to be 33 <br />expected to pay for safety equipment or a gas line that does not supply our residents. She then 34 <br />said that she does not appreciate being bullied or threatened by Excel Energy. 35 <br />2. Review Retreat Summary Document 36 <br /> 37 <br />Clerk-Administrator Ericson indicated that this report is informational for Council. Staff has 38 <br />reviewed the document and will make any necessary changes. 39 <br /> 40 <br />Mayor Marty, Page 8, Item 6, follow up retreat should be scheduled in one year but, he thought a 41 <br />mini-retreat was going to be set up in six months. Staff will look into setting up a six month 42 <br />review in house with Staff. 43 <br /> 44 <br />3. Recap of and Feedback from Redevelopment Roundtable Meeting 45
