Item No. 7B <br />Meeting Date: May 27, 2008 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7274 Authorizing Completion of the <br />Plans and Specifications and Solicitation of <br />Quotes for the Pinewood Storm Sewer Repair <br />Utility Improvement Project <br />Background: <br />1996 – Original Installation <br />In 1996 the City of Mounds View undertook a project to reconstruct Bronson <br />Drive from Edgewood Drive to Raymond Avenue / Belle Lane. As part of that <br />project, a 48-inch diameter trunk storm sewer was extended north of Belle Lane <br />along the eastern edge of the Pinewood Elementary School site, where it <br />discharged into the existing wetland. The storm sewer pipe used in the <br />installation was made of high-density polyethylene material (HDPE). <br />Some time after its installation, problems began to develop with the storm sewer <br />pipe along the east edge of the Pinewood Elementary School site. The pipe <br />began to lift, or heave. This was most likely caused by the upward force of the <br />groundwater table acting on the pipe, combined with a very small amount of <br />material covering the pipe. <br />A map showing the general location of the issue is included with this report for <br />reference. <br />2000 – First Record of Problem <br />By 2000, a portion of the pipe had lifted out of the ground. In July 2000, <br />representatives from Iowa State University reviewed the pipe as part of a <br />research project. Their letter of November 6, 2000 concerning the condition of <br />the pipe is included with this report for reference. They found the portion of <br />exposed pipe contained a 75-inch long crack, up to approximately 1/8 of an inch <br />wide. They also found that a joint between two pieces of pipe was beginning to <br />separate.
