2004 – Investigation of Repair <br />In 2004, Public Works Director Greg Lee requested that Bonestroo investigate <br />the pipe and recommend a proposed repair. We found the pipe heaved a <br />maximum of approximately 2-feet out of the ground. We also found that the joint <br />separation noted in the Iowa State letter of 2000 had now opened to between 1 <br />and 2 inches. Copies of representative photographs taken in October 2004 are <br />included with this report for reference. <br />The recommended solution was to remove the section of damaged HDPE pipe <br />and install new reinforced concrete pipe (RCP) in its place. The heavier weight <br />of the concrete pipe would prevent it from heaving due to the groundwater <br />pressure, and it would also be more appropriate for the low-cover situation due to <br />its material strength and resistance to deformation. <br />Work was begun in late 2004 to prepare construction plans and specifications for <br />the storm sewer replacement. At that time construction on the first street and <br />utility improvement project was also just being completed. It was the intention of <br />the City to continue with a street and utility improvement program that would <br />include an annual street reconstruction project. Therefore it was decided that <br />rather than pursue the Pinewood storm sewer repair as a separate project it <br />would be more economical to combine the work with the utility improvements to <br />be made under one of the larger upcoming street reconstruction projects. <br />Unfortunately, implementation of the street and utility improvement program was <br />delayed, and the next street project did not occur. In 2007 the Public Works <br />Department programmed a Stormwater Improvement Project that was to <br />combine several miscellaneous storm water improvements throughout the City, <br />including the replacement of the Pinewood HDPE storm sewer. In the current <br />CIP, the Stormwater Improvement Project was scheduled for 2009 construction. <br />Current Status: <br />In May 2008 a police report was filed regarding the Pinewood HDPE pipe. The <br />joint had separated further and the situation had become a hazard, especially <br />given its proximity to the elementary school. <br />Immediately upon being informed of the police report, Public Works Staff <br />temporarily secured the opening in the storm sewer by attaching a piece of <br />fencing over the area. Photographs of the pipe taken after this took place are <br />included with this report for reference. <br />It is the opinion of Staff that the City cannot wait until the programmed 2009 <br />Stormwater Improvement Project to replace the damaged pipe. <br />Proposed Action: <br />Staff proposes that the construction plans and specifications begun in 2004 to <br />perform the Pinewood Storm Sewer Repair as a separate project be resumed <br />and completed. Quotes would then be obtained, and the construction would be <br />performed as soon as possible.
