B. 1. <br />Meeting Date: June 9, 2008 <br />City Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Vanessa Van Alstine, Cable Television Coordinator <br /> <br />Item Title/Subject: Cable TV - EDC Meeting <br /> <br />Background: <br /> <br />At the May Work Session, the Cable Committee suggested that the City could free up <br />approximately 24 hours of CTV staff services from the “100 hours” program by not having <br />a CTV master control operator on duty for the Friday morning EDC meetings. The City <br />Council suggested bringing the item to a future Council Meeting. <br /> <br />Discussion: <br /> <br />Below is the language of the January 2008 contract with the North Suburban Access <br />Corporation regarding city meetings and the times a master control operator is on duty: <br /> <br />1. CTV Agrees that it will: <br /> b. Have a master control operator on duty Monday through Thursday <br />from 3 p.m. until 11 p.m., or until the end of the last live event that <br />evening. On Fridays , the master control operator will work from noon <br />until 7 p.m. <br /> <br /> If the city requests the playback of a live event on a Saturday on <br />which a master control operator is already scheduled to work, there will <br />be no additional charge for that programming event. If, however, the <br />city requests the playback of a live event on a Friday or Saturday <br />evening or Sunday or any other time that a master control operator is <br />not scheduled to work, CTV may deduct the time involved from the <br />city’s “100 hours” allotment of CTV staff services. <br />(note: Bold notation mine.) <br /> <br />EDC meetings start at 7:30 a.m. on the third Friday of the month, which is outside of the <br />time that a master control operator is scheduled to work, thus CTV can count the time <br />against the City’s “100 hours.” Assuming twelve meetings per year, and that the master <br />control operator works for two hours (7:00 a.m. – 9:00 a.m.) per meeting, this will consume <br />about 24 hours of the 100. The time could otherwise be used for assistance with creating <br />programming, technical support, improvements to the control room, and other projects. <br />
