B. 1. <br />June 9, 2008 City Council Meeting <br />Page 2 <br /> <br /> 2 <br />Staff consulted with Staci Skoog-Bownik and Terri Schultz, the master control operators at <br />the North Suburban Access Corporation (CTV) about the implications of not having a <br />master control operator on duty for the Friday morning EDC meetings. <br /> <br />Our conclusions: <br />1. The meeting will be seen live on Mounds View Channel 16 since the signal source <br />comes from the Mounds View control room unless there is a scheduled playback <br />occurring. <br /> <br />2. CTV master control will set up the equipment the night before the EDC meeting to <br />automatically record and encode Friday morning without the need for CTV staff to <br />be present in the morning. If all goes normally, CTV staff will trim and process the <br />file for playback and web streaming when they come on duty later in the day. There <br />should not be an interruption in the schedule for playbacks on Mounds View <br />Channel 16 or the web stream availability. <br /> <br />3. In the event that there is an equipment malfunction, Mounds View staff will bring a <br />recording of the meeting to CTV’s facility in Roseville to be encoded and processed. <br />Staff already records all meetings as standard procedure to protect against such <br />problems. There might be a day or two delay in having the meeting available for <br />playback and web streaming based on the time to get replacement copies to CTV <br />and their staff availability. <br /> <br />Not having a master control operator on duty for the Friday morning EDC meeting should <br />not cause an impact for viewers of Channel 16 and will free up approximately 24 hours of <br />the “100 hours” program with CTV for other projects. <br /> <br />The Council expressed concern about being charged through the “100 hours” program if <br />City meetings continue past 11 p.m. According to the contract language above, CTV staffs <br />a master control operator until the end of the last live event of the evening, so the City <br />should not be charged though the “100 hours” program should a meeting end after 11 p.m. <br />Staff spoke with Terri Schultz of CTV who confirmed this interpretation, saying that they <br />had not billed the cities for long meetings in the past. <br /> <br />Recommendation: <br /> <br />The Cable Committee and staff recommend that the City not require CTV to schedule a <br />master control operator for the Friday morning EDC meetings. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br /> <br />Vanessa Van Alstine <br />Cable Television Coordinator
