A summary figure showing the project layout and a breakdown of the project cost <br />by trail segment is included as Attachment B to this Staff Report. For ease of <br />preparation, the cost for the modular block retaining walls has been included with <br />the turf restoration on that figure. <br />It should be noted that the CIP was developed in March 2006, prior to the <br />development of the Landscape and Architectural Element Plan, which was <br />ordered for the CR 10 corridor on August 28, 2006. <br />Lighting: <br />Decorative Lighting <br />As was constructed on Trail Segments 9 & 10, the proposed lighting for Trail <br />Segments 1 – 5 includes standard pole-mounted lighting for a majority of the <br />project length, with decorative lighting provided at key locations, such as <br />intersections. There are 11 locations where a decorative light fixture is proposed <br />to be installed along Trail Segments 1 – 5. <br />The decorative lights are more expensive than standard lights. Therefore, further <br />reduction in project cost could be achieved by reducing or removing the <br />decorative lighting if the City so wished. As estimated in the November 2007 <br />Preliminary Report, the cost per light is approximately $1,800 for the standard <br />shoebox lighting unit and approximately $4, 300 for the decorative lighting units. <br />If all 11 proposed decorative lights were replaced with standard units, the project <br />cost could be reduced by an additional $27,500. This represents only 2% of the <br />total estimated project cost of $1,274,512. Given this small relative savings, it is <br />the recommendation of Staff that the decorative lights be used on the Trail <br />Segments 1 – 5 project, for consistency with the previous and future trail projects <br />that will be performed along the County Road 10 corridor. <br />LED (Light Emitting Diode) Lighting <br />The City Council had previously asked Staff to look into the costs and benefits of <br />LED lighting along the trail corridor. LED lighting is still a developing technology <br />and options for overhead lighting are limited. Local distributors have estimated <br />that overhead LED fixtures will cost approximately $4,200 per unit and that the <br />light produced may be less than a standard lighting unit, possibly requiring <br />additional lights. This increased cost and restricted budget do not make it <br />feasible to include LED lighting in this project at the time of construction. <br />However manufacturers are beginning to develop products for the retrofit of <br />existing lighting fixtures with LED lights. Therefore if standard lighting units were <br />installed on the Trail Segments 1 – 5 project with initial construction, it would be <br />possible to retrofit the units with LED lights at a future time. As the LED <br />technology continues to develop, it is likely that the cost will decrease.
