A public improvement hearing notice, along with a copy of the draft executive summary of the feasibly report, was sent via direct mail to all owners of property adjacent to this proposed project – north side of County Road 10 from County Road H to Red Oak Drive (Silver Lake Road). This was done utilizing the County Tax Record Database. The hearing notice was also hand-delivered to the aforementioned properties, which according to Ramsey County records, has an address other than County Road 10. Since the official public hearing for this project was held in November 2007, it is not required to hold another public hearing at this time. Therefore no publication of notice on this item was performed. However, Staff did perform a direct mailing to all properties adjacent to the proposed project, as was done in November 2007, to make them aware that this project would be considered by the City Council on June 9, 2008 under the revised scope. A copy of the notice provided to the properties is included with this Staff Report for reference. Recommendation: If the City Council agrees with the information presented in this Staff Report and is inclined to proceed with the project, it is recommended the City Council approve Resolution 7279 to approve the feasibility report, order the project, authorize the preparation of the Project Memorandum and preparation of plans and specifications, and authorize easement preparation activities for the County Road 10 Trailway Project: Segments 1-5.
