<br />Item No: 7N <br />Meeting Date: June 9, 2008 <br />Type of Business: CB <br />Administrator Review : ___ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk-Administrator <br />Item Title/Subject: Resolution 7281, Consideration of a Proposal from <br />Springsted for Compensation Study Assistance. <br /> <br />Introduction: <br /> <br />At the May 27 special City Council work session and at meetings previous, the Council has <br />expressed a desire to review the City’s compensation policy and to conduct a market <br />analysis of the positions consistent with the policy. While staff is able to generate some of <br />the information and to compare some of the salaries, due to time constraints and incomplete <br />data sets, it has been expressed by staff that a consultant would be needed to conduct a <br />comprehensive study consistent with the requirements of the Personnel Manual.. The City <br />Council agreed and directed staff to bring back for consideration a scope of work. <br /> <br />Discussion: <br /> <br />Staff requested proposals from three firms who specialize in compensation matters. The <br />proposals received back range in cost from $5,800 to $31,000. Springsted responded with <br />the lowest cost proposal, and given their familiarity with the City and our previous experience <br />with them, staff feels choosing Springsted would be the best course of action. <br /> <br />Springsted’s compensation services work plan identifies six distinct tasks which could take <br />eight to ten weeks to complete. The study will also involve the review of the City’s <br />compensation policy with findings noting aspects of the policy which could inhibit the City’s <br />ability to attract and retain employees and suggested revisions to the policy that could be <br />considered by the City Council based upon standard compensation policies and practices. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 7281, a resolution authorizing Springsted to <br />conduct a compensation study consistent with the terms identified in the attached work plan. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Clerk-Administrator <br /> <br />
