Item No. 7M <br />Type of Business: CB <br />Date: June 9, 2008 <br />City Administrator Review _______ City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br /> James Ericson, Clerk-Administrator <br />Item Title/Subject: First Reading and Introduction of Ordinance 808, an <br />Ordinance Amending Title 600 of the Mounds View City <br />Code by Adding a New Chapter 611 Relating to Special <br />Events. <br /> <br />Background: <br /> <br />The City Council asked Staff to research policy considerations for outdoor special <br />events. Many businesses have requested to hold outdoor special events, most recently <br />Moe’s. Staff was directed to research what other cities did in regard to such outdoor <br />special events. Many cities responded with their policies which provided a full spectrum <br />of regulatory possibilities. The special event policy was discussed on June 4, 2007; <br />October 1, 2007;February 4, 2008; March 3, 2008; April 28, 2008 and again on May 5, <br />2008. Many policy iterations were presented and discussed with a resolution brought <br />forward on April 28. It was later determined that the proposed special event regulations <br />should be presented in ordinance format. <br /> <br />Discussion: <br /> <br />Staff was directed by the City Council to come up with draft policy language that would <br />include a parking plan, security plan, clean up plan, and statements pertaining to toilet <br />facilities, entertainment or stage locations, and proof of workers compensation <br />insurance. It was discussed whether a fire inspection would be necessary and whether <br />the applicant would be responsible to notify neighboring residents of the event. It was <br />also discussed that there may be exceptions or exemptions to the permit or license <br />which would also need to be articulated. Ultimately, the Council felt that the policy <br />should apply to events at which the general public is invited and at which alcohol would <br />be consumed or offered for sale. Based on this clarified direction, staff asked Kennedy <br />& Graven to prepare the necessary ordinance language for the Council’s consideration. <br /> <br />Recommendation: <br /> <br />Staff is recommending the approval of the introduction and first reading of Ordinance <br />808, an ordinance amending Title 600 of the Mounds View City Code by adding a new <br />Chapter 611 relating to Special Events. Additional minor revisions may be necessary <br />before the second reading and adoption, which is currently scheduled for June 23, <br />2008. <br /> <br />Respectfully submitted, <br />Desaree Crane
