City of Mounds View Page 4 <br />LSWMP Proposal June 19, 2008 <br />1)Location Map <br />2)Soils Map <br />3)National Wetlands Inventory and DNR Public Waters Map <br />4)Mounds View 2030 Land Use Map <br />5)Watershed Management Organization Jurisdiction Map <br />6)Mounds View Surface Water System Map <br />Deliverables:LSWMP report sections and figures identified above. <br />City Staff Responsibilities: Review and comment on report sections. <br />Task 3: Assessment <br />This section will begin by assessing the current status of the City’s surface water <br />management program, including an assessment of the City’s current official controls, <br />resource management efforts, current surface water management issue, and local <br />regulatory obligations. We will also review the current regulatory requirements of the <br />Rice Creek Watershed District, Met Council, and other applicable state and federal <br />controls and compare them to current City regulatory requirements. Where gaps are <br />identified between the City’s requirements and the outside regulatory requirements, <br />proposed modifications to City standards will be identified that will bring City standards <br />into compliance. <br />Proposed changes to City standards will be incorporated into the goals and policies <br />section and identified as implementation items in the implementation section of the <br />Mounds View LSWMP. <br />Our scope of services includes ordinance review and recommendations for ordinance <br />revisions. It does not include time for rewriting these ordinances. If ordinance revision is <br />recommended, the LSWMP goals and policies will reflect this and an ordinance revision <br />will appear as an implementation item. <br />Beyond comparing standards and recommending ordinance revisions, the assessment <br />section of the report will also summarize water quality and quantity assessments <br />conducted by a variety of entities including: <br />• Rice Creek Watershed District <br />• Minnesota Pollution Control Agency <br />• Neighboring Municipalities <br />Ultimately, the assessment will identify Mounds View’s responsibility for any identified <br />problems, prioritize these problems, and identify actions and/or roles for the City in <br />addressing these problems. These actions or roles will be brought forward into the goals <br />and policies and implementation sections of the LSWMP.
