City of Mounds View Page 5 <br />LSWMP Proposal June 19, 2008 <br />Deliverables:The assessment section of the LSWMP, surface water management <br />standards comparison, and narrative on the status of current ordinances and proposed <br />ordinance revisions. <br />City Staff Responsibilities:Review and comment on report sections. <br />Task 4: Integrate Existing Surface Water Models <br />The 2002 draft LSWMP includes surface water modeling information from the City’s 1992 <br />Surface Water Management Plan. In addition, the Rice Creek Watershed District has <br />previously prepared surface water system models for portions of the City. This task will <br />review the available modeling information and integrate the modeling output data, <br />providing a valuable surface water management tool for the City and compliance with <br />statutory requirements. This summary will be described in a section of the report and to <br />the extent it is available, each separate model’s input data and output will be <br />summarized within the report appendices. This modeling discussion will be written into <br />the Assessment Section of the LSWMP. The drainage area map will also be updated to <br />the extent necessary. <br />This task does not propose any new modeling or significant remodeling efforts for any <br />portion of the City. Rather, this task will collect, review, and summarize already existing <br />modeling information. <br />Deliverables:Model summary in LSWMP report. <br />City Staff Responsibilities:Facilitate acquisition of modeling data from outside entities. <br />Task 5: Develop Goals and Policies and Implementation Plan <br />Both these LSWMP sections are required by statute. <br />Goal and policy statements are a statutory requirement of Local Surface Water <br />Management Plans. The goals and policies developed for Mounds View will guide how <br />the City approaches surface water management. Given the importance of formulating <br />reasonable goals and policies, we intend to work very closely with staff during this task. <br />Through previous work tasks, we will have provided context for the goals and policies <br />section. This includes providing consistency with the goals and policies of the Rice Creek <br />Watershed District. We propose the goals and policies section be initiated after the tasks <br />identified above are nearly complete. <br />The implementation section describes the necessary measures to address the surface <br />water management issues identified in the assessment section of the LSWMP and the <br />measures to enact the policy statements identified in the goals and policies section. <br />These measures may be policies, ordinance revisions, design standard modifications, <br />maintenance items, or capital improvements. This section will specifically call out surface <br />water system improvement projects and activities to be considered in City budget <br />discussions. The implementation section will also address the financial impact of <br />implementation items and will prioritize these items.
