Special Event Policy <br />Ordinance 808 <br />June 23, 2008 <br />Page 2 <br /> <br />The only missing piece at this point is whether the Council would like to articulate how <br />many people would need to attend the event to warrant requirement of a special event <br />permit. Perhaps the number would be different depending upon whether the event <br />were public or private (e.g., whether the event is held in Moe’s parking lot or a resident’s <br />backyard.) If a public event, perhaps there would be no minimum, in other words, a <br />party in Moe’s parking lot would require a permit regardless of the projected attendance. <br />(A special event permit would NOT be required in conjunction with the use of an <br />authorized and licensed outdoor seating and drinking area.) If a private event held in a <br />backyard, I would imagine the threshold would be substantially higher. <br /> <br />Recommendation: <br /> <br />After reviewing the changes made to the ordinance and discussing potential revisions <br />relating to attendance criteria, Staff would recommend the approval of the second <br />reading and adoption of Ordinance 808, an ordinance amending Title 600 of the <br />Mounds View City Code by adding a new Chapter 611 relating to Special Events, and <br />would also recommend authorization to publish the attached ordinance summary as <br />permitted by City Charter. <br /> <br />If the Council requires additional time to discuss and consider the proposed revisions, <br />Staff would recommend closing the public hearing and deferring the second reading and <br />adoption to a subsequent meeting for later consideration. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br /> <br /> ________________ __________________ <br />Desaree Crane Jim Ericson <br />Assistant City Clerk-Administrator Clerk-Administrator <br />
