Item 7I <br />Meeting Date: June 23, 2008 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7299 Approving a Letter Agreement <br />with Bonestroo for Preparation of a Local Surface <br />Water Management Plan (LSWMP) <br />Background: <br />The City is currently updating its Comprehensive Plan for submittal to the <br />Metropolitan Council. A requirement for the approval of the Comprehensive Plan <br />is that the City have an approved Local Surface Water Management Plan <br />(LSWMP). <br />A draft LSWMP was prepared for Mounds View by SEH in 2002. However, that <br />plan was never formally approved. Therefore, to meet the requirements of the <br />Comprehensive Plan at this time, either the existing LSWMP must be updated <br />and approved, or else a new LSWMP must be prepared to replace the existing <br />draft plan. <br />Discussion: <br />Significant developments have occurred with regards to storm and surface water <br />within Mounds View since the previous LSWMP was prepared in 2002. Most <br />notably, this includes adoption of new rules by the Rice Creek Watershed District <br />and development of the Street and Utility Improvement Program by the City. <br />The Street and Utility Improvement Program has prompted development of the <br />raingarden program, which is an entirely new program that will have a major <br />impact on the way in which surface water is addressed and managed within <br />Mounds View. The Street and Utility Improvement Program will also spur <br />investigation and development of other surface water features, such as the <br />potential Spring Creek Regional Pond. <br />Given these developments with regard to surface water, it is our opinion that the <br />most effective and appropriate method to approach the LSWMP requirement at <br />this time is to develop a new LSWMP. The existing LSWMP would be used as a <br />resource for the new LSWMP, with information from the existing LSWMP <br />retained and brought forward to the extent practical.
