Staff has requested that Bonestroo submit a proposal for the preparation of the <br />new LSWMP, since Bonestroo is the consulting engineer working with the City on <br />the development of the Street and Utility Improvement Program and the <br />associated raingarden program. As such, Bonestroo has the greatest existing <br />knowledge of the current surface water issues in Mounds View, and also would <br />represent a continuity of personnel working on materials for the City. <br />Bonestroo has submitted a written proposal for preparation of the LSWMP in the <br />form of a letter agreement. The letter agreement outlines the project <br />understanding, scope of services, and proposed compensation for the <br />preparation of the LSWMP. Upon execution the letter agreement would become <br />a supplement to the existing Professional Services Agreement between Mounds <br />View and Bonestroo for this specific project. A copy of the letter agreement, <br />dated June 19, 2008, is attached to this Staff Report for reference. <br />Cost Estimate: <br />The letter agreement identifies seven Tasks for the completion of the LSWMP. A <br />fixed fee per Task is proposed for six of the seven Tasks, to allow the City to <br />know the exact cost of the work before it is performed. A breakdown of the fee <br />by Task is provided in the letter agreement. <br />The seventh Task is for the coordination of the review of the LSWMP through the <br />Rice Creek Watershed District, including response as necessary to comments by <br />the District. Since the number and extent of the District comments may vary, the <br />Task for that work is proposed to be done on an hourly basis. An estimated <br />amount for this Task is shown in the letter agreement. <br />Direct reimbursables associated with the preparation of the LSWMP, such as <br />mileage for meeting attendance and printing of materials, are proposed to be <br />charged in accordance with the existing Professional Services Agreement <br />between the City and Bonestroo. <br />The total cost for the LSWMP stated in the letter agreement is $16,850. Of this, <br />$14,120 represents the fixed costs of Tasks 1 – 6, while $2,730 represents the <br />estimated total for Task 7 and the reimbursables. <br />Budget / Financing: <br />Funding for the LSWMP would come from two sources. The Professional <br />Services Fund (245-4415-3030) includes $7,000 in the adopted 2008 budget <br />towards the preparation of the plan. The balance of the funding for the LSWMP, <br />estimated at $9,850, would come from the Storm Water Fund (245-4415-5150). <br />The Storm Water Fund has an approximate balance of $43,000 available, after <br />the estimated expense for the Pinewood Storm Sewer Repair is deducted. <br />Therefore, sufficient funds do exist in the adopted 2008 budget for the <br />preparation of the LSWMP.
