Item No: 07H Meeting Date: July 28, 2008 Type of Business: Council Business City Administrator Review: _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant City Clerk-Administrator Item Title/Subject: Consideration of Resolution 7310, a Resolution Authorizing the Hire of Michael Strand to the Position of Part Time Cable TV Technician Background: On June 9, 2008, the City Council adopted Resolution 7280, a resolution authorizing Staff to advertise for the vacant Part Time Cable TV Technician in the Administration Department. Discussion: Staff advertised the opening on the City’s website, the League of MN Cities website, and with the StarTribune. The anticipated starting salary for the position was advertised at $12.73/hour to $15.91/hour. We received twelve applications for the position, and Staff interviewed twelve of these candidates. After the interviews were concluded, Staff decided that Michael Strand was the most qualified for the position. Mr. Strand is currently unemployed, but has 14 years of television experience. Mr. Strand’s last employer was KARE 11 (November 2007 – March 2008), where he worked full time as a Broadcast Operation Supervisor. In addition, Mr. Strand worked for WSS Media, Inc., as a VP of Broadcasting, and with Shop NBC as a Broadcast Manager. Mr. Strand has a Certificate in TV/Radio Broadcasting with Brown Institute. Reference checks, a driver’s license check and criminal background check have been completed on Mr. Strand, and all checks are satisfactory. Salary and Benefits: The Part Time Cable TV Technician is a non-exempt, non-union position. Staff is recommending Step 3 of the City’s pay plan at $14.32/hour for Mr. Strand, with an increase to Step 4 of the salary range (currently $15.12/hour) after one year employment, Step 5 (currently $15.91/hour), after two years,. Mr. Strand has been notified that all increases are subject to a satisfactory performance evaluation and City Council consideration. Starting Date: Mr. Strand would begin employment on July 29, 2008. Recommendation: Staff recommends the City Council adopt Resolution 7310, a resolution approving the hire of Michael Strand to the position of Part Time Cable TV Technician.
