11. Wage Re-opener. The Wage Re-Open was revised as follows: <br /> <br />27.1 Upon execution of this Agreement, the Agreement may be re-opened by <br />either party on the issue of wages. A party so desiring to reopen the <br />Agreement must do so by serving written notice on the other party no later <br />than July 31, 2007 December 31, 2008. Wage adjustments will be <br />considered for positions as required to come into compliance with pay equity <br />laws, and for positions that fall above or below the City’s Classification and <br />Compensation Plan. Compensation ranges above the market average will <br />be frozen until the position reaches an agreed upon market range. <br /> <br /> <br />Recommendation: <br />It is recommended that the City Council approve the attached Resolution 7311 <br />approving the 2008-2009 contract for the AFSCME, Council 5 Union. <br /> <br />Respectfully submitted, <br />Desaree M.
