Program Name <br />Throughout the activities of the Streets and Utilities Task Force in 2007, as well <br />as during development of the proposed 2007 – 2008 Street and Utility <br />Improvement Project prior to that, this issue had generally been referred to as the <br />“Raingarden Program”. However, given the development of the program over <br />the past few months, it has become apparent that this name is misleading, as the <br />standard feature constructed will not be a garden. <br />If Resolution 7319 is adopted, thereby establishing the basic components of the <br />program, it is recommended that consistent terminology be used from that point <br />forward for the sake of clear communication. Staff is not aware of any previously <br />adopted resolution that officially named the “Raingarden Program”. Therefore it <br />does not seem necessary to officially re-name the program as part of Resolution <br />7319, and no language for that has been included. <br />Council may wish to consider the name for this program, and reach consensus <br />on how City Staff, Committees, and Council will refer to it. <br />Reference Materials <br />Numerous background documents on the raingarden / infiltration issue have <br />been prepared, and have been included in the meeting packets of the Streets <br />and Utilities Committee, as well as the August 4, 2008 City Council Work <br />Session. It is the understanding of Staff that the City Council has received <br />copies of all meeting packets of the Streets and Utilities Committee. Please refer <br />to those documents as necessary in review of this Staff Report. <br />Resolution: <br />Resolution 7319 has been prepared in accordance with the above discussion <br />and the recommendations adopted by the Streets and Utilities Committee. The <br />Resolution is attached to this Staff Report for consideration by the City Council. <br />Each component of the proposed program has been identified separately in the <br />Resolution, in the event that Council wants to revise the specific language <br />regarding any individual issue.
