Resolution 7307, Approving Various Design Issues for the 2009 - 2010 Street 4 <br /> and Utility Improvement Project 5 <br /> 6 <br />Joe reviewed Resolution 7307 listing the issues for the 2009 – 2010 Street and Utility 7 <br />Improvement Project. 8 <br /> 9 <br />Julie Ann Lowe said that in examining the summary of public comment, one of the questions 10 <br />was parking options and how many people would like no parking on Hillview, one parking lane, 11 <br />or two parking lanes. The summary indicates it was close between one and two parking lanes. 12 <br /> 13 <br />Staff and Council discussed a “choker” for traffic calming reasons and how that would affect 14 <br />construction costs for the project. 15 <br /> 16 <br />Council Member Stigney said that he feels that a choker may be beneficial coming off of 17 <br />Highway 10 or at Long Lake Road but he is concerned about using several chokers but would 18 <br />consider one at each end. In addition to street maintenance concerns with chokers, the Council 19 <br />requested the additional expense information for what each choker would cost. 20 <br /> 21 <br />Council Member Stigney said that he would like to have parameters defined by the Council as to 22 <br />how to handle the rain gardens on this project. 23 <br /> 24 <br />Joe indicated that the project is being designed according to Rice Creek Watershed District and 25 <br />once the permit is approved the rules are locked in. However, there is a possibility that the rules 26 <br />could change for the next phase of the project. 27 <br /> 28 <br />Joe agreed to amend the document to require that a traffic management plan would be 29 <br />recommended for traffic calming measures. 30 <br /> 31 <br />Council agreed to amend the Resolution title to add the word preliminary. 32 <br /> 33 <br />Valerie Amundson said that the Task Force is concerned with add ons with the up front projects 34 <br />and running short of funding for the later projects. 35 <br /> 36 <br />Council Member Mueller asked for information on cost savings using the rain gardens versus 37 <br />other water treatment methods. 38 <br /> 39 <br />Council Member Mueller indicated that she would hate to be in a situation where the plans have 40 <br />to be amended to remove a piece of the project that Council determines is not needed. She 41 <br />doesn’t want to see the City go to the expense of designing a project with chokers and then have 42 <br />to pay again to have them removed. 43 <br /> 44
