Mounds View City Council August 11, 2008 <br />Regular Meeting Page 7 <br /> <br /> 1 <br />Clerk Administrator Ericson explained that the City interviewed a candidate on July 28th and the 2 <br />individual was ranked highly and considered the top candidate. The Council has discussed 3 <br />alternative employment arrangements such as a contract engineering service. Staff has put 4 <br />together a letter offering employment however, the applicant has declined the offer. The 5 <br />candidate has submitted a counter proposal to provide contract services to the City through his 6 <br />contract agency. 7 <br /> 8 <br />Council Member Mueller said that she feels that the offer would be a clear conflict of interest and 9 <br />she is not interested in the proposal. 10 <br /> 11 <br />Council Member Flaherty said that he would be interested in hearing a public presentation on 12 <br />what the candidate could provide for the City. Clerk Administrator Ericson indicated that if that 13 <br />is the desire of the Council, he would like the process opened up to other interested parties. He 14 <br />then said that he would like to wait to see what the compensation study determines. 15 <br /> 16 <br />Mayor Marty indicated that he is not comfortable with the requirement or request that the City 17 <br />award all work associated with the street reconstruction projects to the individual’s firm. He then 18 <br />said that he would not be comfortable with changing engineers on the street project midway 19 <br />through the process because of the size of the project. 20 <br /> 21 <br />Council Member Stigney indicated that he would not want to talk to this individual based on his 22 <br />requirement that the City use his engineering services. 23 <br /> 24 <br />Council Member Mueller suggested that Council consider hiring a less experienced person and 25 <br />allowing that person to train with the consultant engineer and grow in the position. 26 <br /> 27 <br />Council will consider this matter again, as soon as the compensation study is complete. 28 <br /> 29 <br />8. CONSENT AGENDA 30 <br /> 31 <br /> A. Licenses for Approval 32 <br /> B. Resolution 7317, Authorization for Additional Part-Time Hours for Code 33 <br /> Enforcement in the Community Development Department. 34 <br /> C. Set a Public Hearing for Monday, August 25, 2008 at 7:05pm, First Reading 35 <br /> of an Ordinance to Rezone the Properties at 2865 County Highway 10 and 36 <br /> 7980 & 8020 Groveland Road from R-O, Residential-Office and R-1, Single 37 <br /> Family Residential to R-4, High Density Residential and to Consider 38 <br /> Resolution 7321, a Conditional Use Permit, Development Review, and 39 <br /> Preliminary Plat for a Senior Housing Development on Properties located at 40 <br /> 2865 County Highway 10 and 7980 & 8020 Groveland Road. 41 <br /> D. Set a Public Hearing for August 25, 2008 at 7:10 pm for the Second Reading 42 <br /> and Adoption of Ordinance 811, an Ordinance Implementing a Franchise 43 <br /> Fee on CenterPoint Energy Natural Gas Operations within the City of 44 <br /> Mounds View. 45
