Mounds View City Council August 11, 2008 <br />Regular Meeting Page 6 <br /> <br />Mayor Marty said that in light of the City’s budget and street and infrastructure reconstruction 1 <br />program he feels that these funds are necessary. 2 <br /> 3 <br />Clerk Administrator Ericson said that he has requested feedback from the Chamber. 4 <br /> 5 <br />Mayor Marty said that he does not see how some of the obligations planned by the City could be 6 <br />met without this fee. 7 <br /> 8 <br />Council Member Mueller said that in the position statement received from the Twin Cities North 9 <br />Chamber they really are saying that the franchise fee is an unfair burden to the cost of doing 10 <br />business in this community. She then said that the franchise fee is the most fair and equitable fee 11 <br />that exists in the city as it is based on energy consumption. 12 <br /> 13 <br />Council Member Mueller said that she feels the franchise fee is a more fair and equitable way of 14 <br />raising revenue rather than the sales tax that some communities are using to help to help balance 15 <br />budgets. 16 <br /> 17 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Introduce Ordinance 811, an 18 <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural Gas Operations within 19 <br />the City of Mounds View. 20 <br /> 21 <br />Finance Director Beer indicated that Center Point has one customer in the City. 22 <br /> 23 <br /> Ayes – 5 Nays – 0 Motion carried. 24 <br /> 25 <br /> J. First Reading and Introduction of Ordinance 812, an Ordinance 26 <br /> Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas 27 <br /> Operations within the City of Mounds View 28 <br /> 29 <br />Mayor Marty noted this is the same as the previous item. 30 <br /> 31 <br />Finance Director Beer indicated that the City needs to provide 60 days notice to Xcel, which 32 <br />means that this must be approved by the end of September to meet the required deadlines. 33 <br /> 34 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Introduce Ordinance 812 an 35 <br />Ordinance Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations 36 <br />within the City of Mounds View. 37 <br /> 38 <br />Council Member Flaherty asked for the information previously requested if the franchise fee is 39 <br />reduced by 1% or .5% what the loss of revenue would be. Staff agreed to prepare the 40 <br />information and forward it to Council. 41 <br /> 42 <br /> Ayes – 5 Nays – 0 Motion carried. 43 <br /> 44 <br /> K.
