A review of the relevant issues is given below. Due to its length, the Staff Report <br />from September 2, 2008 is not included with this document. Please refer to that <br />previous Staff Report as necessary for additional background information on <br />these issues. <br />There are two elements included in the recommendation of the Streets and <br />Utilities Committee for traffic calming on Red Oak Drive – chokers, and <br />pedestrian crosswalk pavement markings. <br />Chokers <br />The recommendation of the Streets and Utilities Committee was that eight <br />chokers be constructed on Red Oak Drive, at the following locations: <br />x Intersection with Hillview Road – north side <br />x Intersection with Sherwood Road – both north and south sides <br />x Intersection with Ardan Drive – both north and south sides <br />x Mid-block between Ardan Drive and Long Lake Road. Two chokers to <br />be installed, evenly spaced. <br />x Intersection with Long Lake Road – south side <br />After discussion at their Work Session, the City Council agreed in general with <br />the recommendation on chokers. However, they requested one revision to the <br />plan – that one of the chokers at the intersection of Ardan Avenue be deleted, <br />and instead be located approximately mid-block between Hillview Road and <br />Sherwood Road. The overall number of chokers would remain at eight. <br />Council further stated that Staff should review the intersection at Ardan Avenue <br />and recommend which of the two chokers should be removed. Staff has <br />reviewed the situation and offers the following: <br />Recommendation – based on traffic calming <br />From a strictly traffic calming perspective, removal of the north choker at Ardan <br />Avenue is recommended. South bound traffic will be required to stop at the stop <br />sign at Ardan Avenue, so the choker at that location will have no additional affect <br />on vehicle speed. However, as the vehicle accelerates away from the stop sign, <br />the choker on the south side of Ardan Avenue should have an effect on the <br />driver, as they will be entering a more narrow section of the road. <br />It is the understanding of Staff that the primary reason for the installation of <br />chokers on Red Oak Drive is traffic calming. If that is the case, then it is <br />recommended that the north choker at Ardan Avenue be deleted. <br />Resolution 7336 has been prepared in accordance with this recommendation. <br />Furthermore, drawings C6.01 and C6.02 have been revised since the <br />September 2, 2008 Work Session, and now show the choker on the north side of <br />Ardan Avenue eliminated. These revised drawings are included with this Staff <br />Report for information. Note that the mid-block choker between Hillview Road <br />and Sherwood Road is proposed to be located adjacent to 8016 Red Oak Drive.
