Alternate – based on pedestrian movement & safety <br />Ardan Avenue is identified as a pedestrian corridor on the Comprehensive Trails <br />and Sidewalks Plan. A copy of the Plan is attached for reference. Groveland <br />Park is located on the north side of Ardan Avenue, one block west of Red Oak <br />Drive. Therefore, it is likely that when Ardan Avenue is reconstructed under the <br />Street and Utility Improvement Program, the pedestrian corridor will be located <br />along its north side. <br />If the pedestrian corridor were located on the north side of Ardan Avenue, then <br />from a pedestrian movement and safety standpoint, the choker along Red Oak <br />Drive on the north side of Ardan Avenue would be preferred. <br />However, the choker on the north side of Ardan Avenue has not been <br />recommended to be kept, due to the following reasons: <br />x As mentioned previously, it is our understanding that the primary <br />purpose of the choker is traffic calming, not pedestrian movement. <br />x The location of the pedestrian corridor along Ardan Avenue has not <br />been determined yet. Ardan Avenue is not scheduled for <br />reconstruction until 2015 & 2016, so the location of the corridor is <br />subject to change until that time. <br />x It would be possible to add a choker on the north side of Ardan Avenue <br />at Red Oak Drive in the future when Ardan Avenue is reconstructed. <br />If the Council does not agree with the reasons stated above, they may choose to <br />indicate that their preference is to keep the choker on the north side of Ardan <br />Avenue and eliminate the choker on the south side. Resolution 7336 would need <br />to be modified accordingly. <br />Second Alternate – increase the number of chokers <br />As discussed above, an argument can be made for the choker on each side of <br />Ardan Avenue. The south choker is considered better from a purely traffic <br />calming perspective. The north choker may be better from a pedestrian <br />movement perspective. <br />After consideration, if the Council feels that both chokers at Ardan Avenue are <br />warranted, they could choose to keep both and simply add a ninth choker at the <br />mid-block location between Hillview Road and Sherwood Road. Addition of a <br />ninth choker would increase the project cost by approximately $3,000 to $4,000. <br />As with the first alternate, if Council were to choose this layout, Resolution 7336 <br />would need to be updated accordingly.
