Item No. 7H <br />Meeting Date: September 22, 2008 <br />Type of Business: CB <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7339 Authorizing The Preliminary <br />Survey Activities For Area C Of The Street and <br />Utility Improvement Program <br />Background: <br />On October 22, 2007 the City Council approved Resolution 7116 establishing the <br />Street and Utility Improvement Program. The Program includes 9 separate <br />Projects, labeled as A – I. <br />The Project for Area B is scheduled to be constructed in 2010. The potential <br />Spring Creek Regional Pond, which has been preliminary investigated by the <br />City, would also be located within Area B if it were constructed. If the pond were <br />constructed, the recommended timing of the two projects is that the pond be <br />constructed in the winter prior to the streets in Area B being reconstructed. <br />Recent developments at Rice Creek Watershed District, including the adoption of <br />new rules in February 2008, combined with the development of the Stormwater <br />Infiltration Program (SIP) by the City in August 2008, have raised a question of <br />whether it may be possible to eliminate the need for the Spring Creek Regional <br />Pond. <br />Discussion: <br />Staff is working with Rice Creek Watershed District to investigate the question of <br />whether or not the Spring Creek Regional Pond can be eliminated. However, the <br />resolution of this issue may take some time, possibly 3 to 4 months or longer. <br />Until the question is resolved, it is not prudent for the City to spend funds <br />developing the Spring Creek Regional Pond further. However, if the ultimate <br />answer to the question is that the Pond (or some form of it) is still required, by the <br />time that is known it may not be possible to develop that project and still keep the <br />street project for Area B on schedule for 2010. <br />It is the opinion of Staff that the City should develop an alternate or backup plan <br />in the case that the street project for Area B ends up being delayed due to the <br />Spring Creek Regional Pond issue. The most appropriate approach would be to <br />begin preliminary activities for the street project in Area C, so that if need be it <br />could be moved up from its original schedule of construction in 2011 to 2010.
