<br />Item No:7B <br />Meeting Date: October 27, 2008 <br />Type of Business: Action <br />City Administrator Review: ________ <br /> <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br /> Item Title/Subject: Consideration of Resolution 7347 for the Final Plat and <br />Development Agreement, and Second Reading and <br />Adoption of Ordinance 813, Rezoning for the “Select <br />Senior Living” Development; <br /> Planning Case MA2008-003 <br /> <br />Introduction: <br /> <br />Select Senior Living, represented by Joel Larson, has submitted a final plat, that would <br />combine the properties at 2865 County Highway 10, and 7980 and 8020 Groveland <br />Road into one parcel for a 95-unit senior housing development. With this final major <br />subdivision approval, the City Council should also hear the second reading and adopt <br />Ordinance 813, which rezones the three parcels from R-O, Residential/Office and R-1, <br />Single Family Residential, to R-4, High Density Residential. <br /> <br />Discussion: <br /> <br />On September 8, 2008, the City Council passed Resolution 7321, which approved the <br />preliminary plat, development review and conditional use permit for the Select Senior <br />Living development. The Council also held the first reading and introduction of <br />Ordinance 813 to rezone three properties to R-4, high density residential. With the <br />exception of an easement width change, the final plat is essentially the same as the <br />preliminary plat. <br /> <br />Resolution 7347, which would approve the final plat and development agreement, <br />stipulates that before City signatures are placed on the final plat, the developer shall <br />have paid the $32,150 park dedication fee and $8,040 County Highway 10 Trail <br />Contribution. These fees were set by the Council on September 8, 2008. In addition, <br />the resolution includes several other conditions for approval. <br /> <br />Joe Rhein, from Bonestroo, reviewed the final plat and had a comment regarding the <br />easement width along Groveland Road. This change is reflected in the final plat that is <br />attached to this report. <br /> <br />Deadline for Action: <br /> <br />The application for the rezoning was accepted on July 17, 2008 and in accordance with <br />MN Statute 15.99, a decision by the City shall be made within 60 days of application <br />acceptance. The City exercised its option to extend the deadline for City action for <br />another 60 days to November 14, 2008.
