The <br /> facility will be accessible for those with <br /> disabilities and will provide opportunities for <br /> stroller use, and other non-vehicle use such as <br /> tricycles, rollerblades, etc. It is expected that <br /> the majority of the use will be by walkers and <br /> bicyclists. However, those on rollerblades will <br /> be accommodated with bridge access across Highway <br /> 10 and those wishing to use trails for <br /> rollerblading will find the bridge most <br /> accommodating for passage across Highway 10 just <br /> as the walkers and bicyclists will benefit. <br /> Safety signs routing the different forms of use <br /> and regulations defining use will be present at <br /> both entries and exits of the bridge ramps. <br /> Because the objective of this bridge is to provide <br /> safe passage across Highway 10, multi-users will <br /> be welcome and encouraged with the intent that all <br /> non-vehicular use will be able to be safely <br /> accommodated with this pedestrian bridge. <br /> C. PERSONAL SAFETY <br /> The bridge would offer high visability to provide for <br /> the safety of users. In addition, several facilities <br /> including Phillips 66 gas station is located in the <br /> area from which telephones would be available. The <br /> location of the bridge is within 1/2 block from the <br /> Mounds View Police Department. Also, the Minnesota <br /> Highway Patrol uses the Mounds View Police Department <br /> facilities. The bridge would be lighted during times <br /> of darkness. The bridge would be a safe and secure <br /> bridge because of it's location near neighboring <br /> facilities and because of its high visibility. <br /> D. COST EFFECTIVENESS <br /> 1. Document how existing facilities are utilized ie. <br /> existing right of way, existing paths, etc. <br /> 2 . The bridge would link the Long Lake Road sidewalk both <br /> north and south of Highway 10. Linking to Long Lake <br /> Road sidewalks are the County Road I sidewalk and the <br /> County Road H sidewalk. All three sidewalks serve <br /> schools and parks and other services and facilities in <br /> the city. The TAG Proposal documents the current and <br /> planned trailway system in Mounds View. Please refer <br /> to the TAG Proposal enclosed in the Appendix of this <br /> grant proposal. <br /> E. ELIMINATION OF BARRIERS <br /> 1.
