volume, the speed of the traffic and the many <br /> turnlanes that are in effect at the intersections. <br /> 2. It is difficult for pedestrians to make the entire <br /> width of the road during the walk time. Usually <br /> pedestrians must wait at the center island for one <br /> light cycle to complete the crossing. In <br /> addition, the many turn signals makes it difficult <br /> for pedestrians to pass safely because cars are <br /> many times turning during their passage. <br /> Bicyclists have the same problems. Most children <br /> . of the community do not have parental permission <br /> to cross the Highway and this is good because it <br /> is an unsafe situation. However, it is also a sad <br /> situation because the attractiveness of services <br /> and facilities and the shortness in distance <br /> really is conducive to youth pedestrian and <br /> bicycle traffic. <br /> 3 . The presence of a bridge will provide safe <br /> crossing where a walker or biker need not fear <br /> vehicles because they will pass above them! The <br /> worry of making it across Highway 10 in time, of <br /> being stuck in the center island, of worrying <br /> about the turning cars will not be a factor in the <br /> use of a bridge. The youth and senior citizens of <br /> the area will gain most benefit by moremobility <br /> in the destinations that they can safely access <br /> because of a pedestrian / bicycle bridge. <br /> 4 . There will probably not be a distance saver with <br /> the presence of the bridge. The benefit will be <br /> the opportunity to cross the Highway whereas in <br /> most cases the opportunity is not available now <br /> because of the safety hazard. The benefit is <br /> increased mobility by community members to the <br /> various services and facilities which are located <br /> on both side of Highway 10 <br /> F. ATTRACTIVENESS <br /> 1. The bridge will be attractive in nature. The entry <br /> areas will be well maintained by City Parks Crews and <br /> the City Forester will be sure to have aesthetic <br /> plantings and landscaping along the entries and exits <br /> to the bridge ramps. In addition, the garden club of <br /> Mounds View may wish to use this area as a project site <br /> for flower plantings. The bridge would be such a focal <br /> point that the aesthetics of the bridge will be extra <br /> special! The bridge will be maintained as a connection <br /> to City parks and will have similar aesthetic <br /> similarities to the parks as a way of connecting the <br /> park theme. Benches, drinking fountains, flower beds <br /> and other park-like amenities will be planned for the <br />
