TEP PRIORITY CRITERIA <br /> PEDESTRIAN BRIDGE OVER HIGHWAY 10 <br /> A. A pedestrian bridge will connect the north sidewalk along <br /> Long Lake Road with the south sidewalk along Long Lake Road, <br /> which are dissected by Highway 10. Long Lake Road and <br /> Highway 10 intersect in the center of the City. Here also <br /> is located "downtown" Mounds View, the home of many services <br /> and facilities including: <br /> Ramsey County Library <br /> Bridgeman' s Ice Cream Parlor and Restaurant <br /> Hardee's <br /> Burger King <br /> Super America <br /> Phillips 66 <br /> City Hall and City Hall Park <br /> Silver View Mall Stores including: <br /> Dominoes Pizza <br /> Pet Store <br /> Pet Grooming School <br /> Dry Cleaners <br /> Subway <br /> Flower Shop <br /> The Gambler <br /> Appearance Haircare <br /> Video Rental <br /> Mounds View Square Stores including: <br /> Snyder Drug Store <br /> Minnesota Fabrics <br /> Budget Liquor <br /> Best Steak House <br /> Community Credit <br /> Pink Flower Restaurant <br /> Cost Cutters <br /> In addition, just off the Highway frontage is Sunrise <br /> Church and Daycare, Hillview Park, Silver View Park, <br /> Scotland Green Apartment Complex, and Wildwood Senior <br /> Residence Building. <br /> Many of the potential users of these facilities and services are <br /> youth and senior citizens. Unfortunately, Highway 10 poses a <br /> serious hazard for the passage of pedestrians or bicyclists <br /> because of the wide intersection, the confusion of the turn lane <br /> traffic and the time alottment for passage of this high volume <br /> and fast traffic highway. <br /> The safe passage over Highway 10 will allow youth and senior <br /> citizens, pedestrians and bicyclists the availability of using <br /> the various services and facilities and retail businesses on both <br /> sides of Highway 10. The bridge will provide for safe passage <br />
