for youth to play at the various parks located in close distances <br /> within the city, but currently prohibitive because of Highway 10 <br /> dissection. In addition, the bridge will provide that link which <br /> has been so important in the plans for a continuous trailway <br /> system from north to south of the City crossing Highway 10. The <br /> safe passage over Highway 10 will provide opportunities for <br /> pedestrian and bicyling transportation never available because of <br /> the hazardous intersection of Highway 10. <br /> Because Mounds View is only 4. 2 square miles, and since <br /> facilities and neighborhoods and services are all within <br /> bicycling distance and most are within short walking distance, <br /> there is potential for increased and expanded pedestrian and <br /> bicycling_activity if_a_safe passage is provided over Highway 10. <br /> B. This bridge would compliment the project completed by Ramsey <br /> County in 1993 . That project included the improvement to <br /> Long Lake Road with the addition of a sidewalk along the <br /> west side running north and south of Highway 10. This <br /> sidewalk connects with New Brighton all along Long Lake Road <br /> to Hwy 694 and into downtown New Brighton connecting to <br /> Silver Lake Road and continuing to downtown Minneapolis. In <br /> addition, the sidewalk north of Highway 10 on Long Lake Road <br /> intersects with County Road I sidewalk which links trailways <br /> of the City of Shoreview and Ramsey County Rice Creek <br /> Trailway Corridor. <br /> In addition, the bridge provides that missing link which is <br /> the safe passage across Highway 10 necessary for the <br /> continuous trailway system proposed by TAG (Trailways <br /> Advocacy Group - see the plan in the appendix) . This plan <br /> will show the connecting trails which depend so heavily on <br /> the safe passage across Highway 10. <br /> C. OBJECTIVES MET BY THIS PROJECT: <br /> 1. Historical Significance: <br /> The City of Mounds View does not have any significant <br /> historical buildings or archaeological resources. <br /> However, the location of the bridge does provide a <br /> potential for being a future historical site itself! <br /> The bridge will provide that first link to the <br /> businesses, the parks, the north and south of Mounds <br /> View! That will be a historical endeavor and will be <br /> noted in history books forever. Yes, this is <br /> historical in nature and provides that focal point to <br /> the community that will be in brochures, city <br /> newsletter, pictures, and many other publicity, <br /> advertising or promotional materials of the city. Yes, <br /> this bridge will have historical significance, maybe <br /> not now, but in the future! <br /> 2 . Scenic and Environmental: <br /> This pedestrian/bicyling bridge will be a focal point <br />
