of the community. Every car which passes through <br /> Mounds View along Highway 10 will notice and remember <br /> the bridge. It will be in the center of the city, <br /> serving the businesses, services and facilities of the <br /> city for the easy access of residents and trail users. <br /> The bridge rampways will be beautiful with landscaped <br /> plantings and flowers, benches, and drinking fountains <br /> serving the "downtown" with class, beauty and <br /> efficiency. It will be an extension of Mounds View <br /> parks since it links the parks and also will be <br /> maintained by parks and forestry crews. <br /> 3 . PEDESTRIAN AND BICYLING FACILITIES: <br /> This project enhances pedestrian and bicyling <br /> transportation in the City of Mounds View offering safe <br /> passage across Highway 10 which dissects the City in <br /> half. The bridge would link the Long Lake Road <br /> sidewalks which connect with other sidewalks and trails <br /> throughout the City and linking to other neighborhing <br /> cities. Highway 10 is a prohibiting factor disallowing <br /> pedestrian and bicycle use because of the hazards of <br /> highway traffic. A bridge would provide safe and <br /> effective passage across this obstacle, providing <br /> continuous and connecting pedestrian and bicycle <br /> trailways. <br /> D. The bridge will have usership from the residents of Mounds <br /> View primarily. However, this passage across Highway 10 <br /> will be the only crossing and for this reason trailways will <br /> be modified to connect at this intersection. The County <br /> Road I and Long Lake Road sidewalk connections serve a <br /> trailway that connects the City of Shoreview's trailway <br /> system and connects to the City of Fridley's trailway <br /> system. Both connect with Ramsey and Anoka County trailway <br /> systems. In addition, the north south sidewalk and trailway <br /> connects link Mounds View with New Brighton trailway systems <br /> which lead to downtown Minneapolis. Please refer to the TAG <br /> Plan which is in the appendix of this grant. <br /> The bridge will offer a safe trail connection for <br /> recreational activities such as walking and biking and <br /> accessibility to parks. In addition, the bridge will offer <br /> safe access to various businesses which offers social <br /> activities and services including restaurants, stores, <br /> library and churches. The bridge will offer greater <br /> opportunities for youth employment at the various food <br /> franchises because youth can reach work even if they do not <br /> have a driver's license. The greatest benefit will be the <br /> security of passage across Highway 10 because of the safety <br /> of going over the Highway and not having to contend with the <br /> traffic and vehicles. All this provides for expanded <br /> mobility for many segments of the population, offer expanded <br /> opportunities, and provides for continuous and connected <br /> trailways systems linking neighboring cities and counties. <br />
