TRANSPORTATION GOALS AND POLICIES <br /> Goal 1: Develop a balanced surface transportation system giving attention to all <br /> modes and related facilities. <br /> Policies: a. Treat all modes of transportation and facilities related to each as <br /> one system to be coordinated and related on a comprehensive <br /> .• • <br /> b. The transportation system will be focused on activity centers within <br /> the community. <br /> Goal 2: Provide for safe and convenient movement by all modes. <br /> Policies: a. Parking shall be limited or prohibited along principal, inter- <br /> mediate and minor arterials. <br /> Goal 3: Identify needed improvements to the various elements of the transporta- <br /> tion system. <br /> Policies: a. Plan transportation facilities to function in a manner compatible with <br /> adjacent land use, where the function of a transportation facility <br /> has changed over time to become incompatible with adjacent land <br /> use, a program to eliminate this incompatibility should be established. <br /> b. Hazardous and poorly designed and controlled intersections shall <br /> be improved on a phased basis to increase the safety of pedestrians <br /> and motorists alike. <br /> c. Street safety shall be improved through street lighting, visibility, <br /> sign controls, elevated pedestrian walkways and other such facilities <br /> when economically feasind desirable. �. <br /> d . Public signage shall be related to the overall system of street <br /> function and control . <br /> Goal 4: Provide sufficient off-street parking to meet normal demands of all types of <br /> land use. <br /> Policies: a. Parking facilities shall be developed so as to conserve land, ,comate=, <br /> joint use and minimize conflicts with vehicular, pedestrian and bicycle <br /> traffic. <br /> b. . Minimize and reduce the demand and resulting space requirements for <br /> parking through the adequate provision of pedestrian and bicycle <br /> facilities and through land use development coordination, such as <br /> the concentration and/or consolidation of, for example, higher <br /> density housing with proximity to shopping, employment and <br /> recreational activities. .. . <br /> 89 <br />
